On the afternoon of February 17, the Standing Committee of the Ha Long City Party Committee held a conference to deploy solutions to complete the city's economic growth target in 2025. Comrade Vu Quyet Tien, member of the Provincial Party Committee Standing Committee, Secretary of the Ha Long City Party Committee chaired the conference.
In line with the province's growth target of 14% in 2025, Ha Long City has decided to adjust the growth rate of economic production value in 2025 to 18.8% (an increase of 2% compared to Resolution No. 88-NQ/TU of the City Party Committee on directions and tasks in 2025). According to the new growth scenario, the production value of agriculture, forestry and fishery will increase by 9.5%; industry - construction will increase by 17.1%; services will increase by 23%. Total social investment capital will increase by over 10%.
The report of the City People's Committee at the conference stated that, to achieve the above goals, the city has developed comprehensive solutions and key solutions based on careful and fundamental calculations of each resource and growth factor in each industry and each field.
Accordingly, in the agriculture, forestry and fishery sector, the city will actively and effectively deploy task groups and solutions to overcome the consequences of storm Yagi to restore aquaculture production, restock and reforestation.
In the industrial sector, the city will continue to accompany and remove difficulties for the Coal and Electricity industries, focusing on resolving problems in site clearance, planning, natural resources and environment... The city will focus on implementing solutions to provide maximum support to businesses operating in the production and trading of key products in the area such as: vegetable oil, wheat flour, garments..., especially automobile products of SKODA Group in Viet Hung Industrial Park.
The city will accelerate and complete the investment attraction dossier for the Project on Investment in the construction of a technology line for sorting and recycling waste to create secondary materials and treat solid waste in Hoa Binh commune; speed up the construction progress and disburse the fastest right from the first days and months for 114 projects that have been allocated capital plans for 2025.
For the service sector, organize a variety of activities, events, and festivals to attract tourists all year round, stimulate tourism according to the Project "Ha Long - Festival City"; focus on solutions to increase the average spending of tourists, focusing on international visitors with high spending levels, thereby increasing total tourism service revenue.
At the conference, comrades in the Standing Committee of the City Party Committee, the City People's Committee, leaders of departments, offices, communes and wards discussed and clarified the growth rates in each area; analyzed the city's advantages and risks affecting growth; at the same time, focused on reviewing all bottlenecks and bottlenecks to propose solutions. From there, find growth factors for each quarter associated with the tasks of each related unit to organize the implementation of the Economic Growth Scenario in 2025 with the highest efficiency.
In his concluding remarks at the conference, Comrade Vu Quyet Tien, member of the Standing Committee of the City Party Committee, Secretary of the Ha Long City Party Committee affirmed: The implementation of solutions to complete the city's economic growth target in 2025 is to concretize the direction of the General Secretary, the Government and the Provincial Party Committee Standing Committee. To complete the minimum growth target of 18.8%, the Standing Committee of the City Party Committee unanimously put forward the following 5 guiding viewpoints: The highest determination to successfully and comprehensively implement the goals, targets, tasks and economic growth rate in 2025; focus on reviewing all bottlenecks and bottlenecks to remove, clear and release all available resources to manage, exploit, use and maximize, creating the basis for promoting growth; the more difficulties, challenges and pressures, the more determination, great efforts, drastic actions, focus on key points, and do each job well; Assignment must ensure "5 clarity" (clear people, clear work, clear responsibility, clear time, clear results); each cadre and party member must change their thinking, look far and wide, think deeply, do big things; surpass themselves, surpass their own limits, dare to think, dare to do, dare to take responsibility for the common good; absolutely do not avoid, push away, or defend safety; arouse the desire for innovation and creativity right from the grassroots level in the new period.
Along with that, immediately after the conference, all departments, offices, units and localities must develop very specific solutions according to tasks, actual situations and closely follow the growth targets of each region; at the same time, it is necessary to prepare conditions to ensure the city's long-term growth target.
