On the afternoon of February 18, leaders of Ha Long City had a working session with the Party Committee of Ky Thuong Commune on the implementation of key projects in the commune, including the site clearance work for the project to renovate and upgrade Provincial Road 342 (section in Ha Long City).
The project to renovate and upgrade provincial road 342 is invested by the Provincial Management Board of Investment and Construction of Agricultural and Rural Development Projects. In Ha Long City, the project passes through the communes of Dong Lam, Dong Son, and Ky Thuong with 99 households and 8 organizations affected. Of which, Ky Thuong commune has 71 households, organizations, and 6 graves affected. According to the plan, the implementation of site clearance work in Ky Thuong commune will be completed by the end of 2025.
Through on-site inspection, Comrade Vu Quyet Tien, Member of the Provincial Party Standing Committee, Secretary of the Ha Long City Party Committee, said: The goal of the project is to connect low-lying areas, dynamic areas, and developing areas with highland areas of Ha Long City and Ba Che District to promote economic development, create motivation for people to escape poverty, and reduce regional disparities. At the same time, promote inter-regional connectivity between Quang Ninh Province and Lang Son Province and the northern border provinces to boost tourism development and socio-economic development in highland areas. With the significance of the project, relevant units must determine the target of land acquisition in Ky Thuong Commune in a spirit of speed, shortening the implementation time by 50% compared to the plan. Accordingly, for land acquisition problems related to forest land in Dong Son - Ky Thuong Nature Reserve, the Land Fund Development Center will conduct inventory and compensation according to the actual situation; carry out procedures for transferring people's forest land according to regulations.
Regarding the resettlement arrangement for households, the Secretary of the City Party Committee requested the Land Fund Development Center and the People's Committee of Ky Thuong Commune, based on the approved General Planning of the Commune, to first create a site for people to draw lots, build houses with stable accommodation, and then complete the infrastructure. He emphasized: In 2025, Ky Thuong Commune must create a breakthrough development, taking off with Ha Long City. To do so, each cadre and party member must promote the spirit of exemplary behavior, responsibility, and take work efficiency as the core; with the support of the city, the local government actively mobilizes people to plant flowers along the two roads of the commune. In particular, priority is given to trees suitable for the climate and soil such as cherry blossoms interspersed with peach blossoms, plum blossoms, etc.; based on actual conditions, develop a plan to organize a suitable Cherry Blossom Festival, etc.
