Ukrainian President Volodymir Zelensky was surprised by the US's continued refusal to allow Kiev to use long-range weapons to attack Russian territory.
According to US officials who spoke to The New York Times (NYT), President Zelensky was stunned by President Joe Biden’s decision when they met in Washington in September 2024. Moreover, the US leader has often made concessions to Ukraine after rejecting Kiev’s initial requests. This happened when Washington provided Abrams tanks, F-16 fighter jets and ATACMS tactical ballistic missiles.
Adviser to the President of Ukraine Dmitry Lytvyn stated that Kiev has repeatedly explained the reason for using long-range missiles to strike deep into Russian territory: “Unfortunately, there has not been a political decision to continue the work yet.”

Ukrainian President requests supply of Tomahawk missiles with range 7 times greater than ATACMS
The Ukrainian president also asked the White House to provide Tomahawk missiles as part of a non-nuclear deterrent against Russia, an undisclosed part of Mr. Zelensky’s “victory plan.”
The Tomahawk missile has a range of 2,400km, seven times that of the ATACMS ballistic missile system. And Ukraine has only received a limited number of these ballistic weapons.
A senior US official said the request for Tomahawks was completely unworkable. And overall, US politicians expressed displeasure with the “victory plan”, calling it unrealistic and almost entirely dependent on Ukraine’s Western support.
Zelensky's rhetoric is aimed only at Ukrainians
Given that Mr. Zelensky’s support in the West for his “victory plan” has been slow and his trips to the United States and Europe have been insignificant, the NYT points out the real audience the speech was intended for.
They could be citizens of Ukraine. “Mr. Zelensky could use his strong message — including his recent speech to parliament — to show Ukrainians that he has done everything he can to prepare them for the possibility that Ukraine will be forced to make concessions,” the NYT reported.
South Donetsk breaks out
South of Donetsk, the Armed Forces of Ukraine (AFU) failed to stabilize the situation, the Military Summary channel reported. The Russian army has succeeded in advancing further and now controls several surrounding settlements such as Bohoiavlenka and Katerynivka. The villages of Shakhtarske, Yasna Poliana as well as Novoukrainka are also in a similar situation.
According to information from the battlefield, the Russians took control of the first houses in Kurakhovo after advancing from the north in the direction of Gornyak. In addition, Russian troops also succeeded in the west of Tsukuryne. The Russian attacks were aimed at creating a large encirclement around the AFU defensive positions in the area.
At Chasov Yar, the AFU attempted a counterattack into the city center, but with little success.
In the direction of Kupyansk, the Russian side was approaching the Oskol River, making all logistics and defense work on the left bank of the river by the AFU almost hopeless.

Readovka channel reported that Selidovo and Gornyak have fallen, half of the Novodmitrovka settlement is under Russian control. There is a clear Russian advance towards Sontsovka. Control of this village would cut off an escape route for the AFU.
This was only north of the Kurakhovo reservoir. The same thing happened to the south. This helps explain why the AFU had to retreat from the outskirts of Kurakhovo to the city center, where there were strong defensive positions.
According to Rybar, on the Kursk front, the Russian side is engaged in fierce fighting in the Korenevo and Sudzha districts. South of Glushkovo, the AFU has no motivation to counterattack.
In the Glushkovo district, no changes in the combat situation were noted. The AFU regrouped its forces to launch a new offensive after the failed advance on the town of Novy Put.
In Korenevo, a Russian UAV attacked an AFU BMP-1 in the Kremyanoye area. In Sheptukhovka, the Russian side also captured a German-made Leopard 2A6 tank. This tank was used in one of the attacks on Russian positions a month ago, but was destroyed. The vehicle will soon be transferred to the rear.
In the Sudzha district, Russian tactical aviation attacked the headquarters of Kiev forces in Daryino. Several battles were recorded in Novoivanovka and Zeleny Shlyakh, but there is no information about the advance of Russian troops in this area.
AFU still maintains a presence in Plekhovo, but is facing logistical problems, to solve this difficulty, heavy UAV supply routes are being used.
In the Sumy region, the Russian side conducted airstrikes on various targets to block the AFU's troop and logistical routes to the Kursk region.
