Summary of emulation work of the organizing committees of provincial and municipal party committees in the Central region

This morning, December 6, in Dong Ha City, the Emulation Cluster of the Organizing Committee of 13 Provincial and Municipal Party Committees in the Central Highlands region (Emulation Cluster No. 3), headed by the Quang Tri Provincial Party Committee Organizing Committee, summarized the emulation and reward work in 2024 and deployed tasks for 2025.

Emulation cluster No. 3 includes the organizing committees of the provincial Party Committees of the following provinces and cities: Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Gia Lai, Kon Tum, Dak Lak and Dak Nong.

In his welcoming speech, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang affirmed that in recent times, Quang Tri province has focused on Party building, strengthening the Party's leadership in all fields, and striving to accelerate to achieve socio-economic goals for the 2020-2025 period.

With its important and key functions and tasks, the Quang Tri Provincial Party Committee's Organizing Committee has done a good job of directing and operating, and has worked hard to perfect regulations, statutes, and work programs on organization and personnel. Up to this point, Quang Tri has arranged commune-level administrative units according to the Resolution of the National Assembly Standing Committee.

2025 is the final year of the term, the year to implement Directive 35-CT/TW dated June 14, 2024 of the Politburo on organizing party congresses at all levels towards the 14th National Party Congress, and at the same time summarize Resolution 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on continuing to innovate and streamline the political system apparatus to operate effectively and efficiently. This work requires the highest efforts of agencies in the political system, in which the tasks of the organizing committees of provincial and municipal party committees are very urgent and heavy.

This workshop not only evaluates and summarizes the emulation and reward work in 2024 and deploys tasks in 2025, but is also a forum for the Party building organization sector of the provincial and municipal Party Committees in the Central Highlands region to discuss and share effective methods, contributing to improving the quality of Party building organization work of localities in the emulation cluster, serving well the political tasks of the provinces and cities.

Over the past year, the organizing committees of provincial and municipal Party Committees in the region have promoted a sense of responsibility, completed a large amount of work, effectively carried out assigned political tasks, contributing to the effective implementation of the Resolution of the 13th National Party Congress, the resolutions of the provincial and municipal Party Congresses for the 2020-2025 term.

Continue to advise on the synchronous and effective implementation of the work of building and rectifying the Party and the political system; advise on the arrangement of the organization, apparatus, and streamlining of staff in conjunction with the construction of job positions; perfect the team of leaders and managers at all levels and in all sectors to ensure strict compliance with procedures and regulations; carry out well the work of protecting internal politics, training, fostering and cadre policies; pay attention to the development of party members, especially the development of party members in rural areas, ethnic minorities, religious people, border areas, private enterprises, and party members among high school students.

Preparations for party congresses at all levels towards provincial and municipal party congresses for the 2025-2030 term and the 14th National Party Congress are being focused on.

In 2025, the organizing committees of provincial and municipal Party Committees in the Central Highlands region will continue to uphold political determination, be proactive, creative, and actively advise on the effective implementation of key tasks.

In particular, focus on advising the Party Committee to promptly and synchronously implement major policies and solutions on Party building and organization work, focusing on completing the goals and targets of the Resolution of the 13th National Party Congress, resolutions of provincial and municipal Party Congresses for the 2020-2025 term; set out goals, targets, tasks and solutions for the 2025-2030 term. Continue to promote comprehensive Party building and rectification work in the spirit of the Resolution of the 13th National Party Congress. Effectively implement the National Press Award on Party building in 2025.

At the conference, delegates discussed and evaluated the results achieved; presented some good models, creative and effective methods, and shared experiences and practical lessons in Party building and organization.

In his concluding remarks at the conference, Head of the Organizing Committee of Quang Tri Provincial Party Committee Phan Van Phung requested that units in the cluster continue to unite, unify, and closely follow the direction of the Central Organizing Committee, the Provincial Party Committee, and the City Party Committee to focus on advising and effectively implementing the resolutions and conclusions of the Central Committee, especially the work of advising on the successful organization of Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress.

Strengthen inspection, supervision, information and propaganda on Party building; consolidate and perfect the organizational apparatus, staff and civil servants doing Party organization and building work to ensure conditions and standards to meet the requirements of tasks in the new situation.

The conference reviewed the emulation and unanimously proposed that the Central Organizing Committee award the Emulation Flag for excellent units in the Party building organization sector to the Quang Tri Provincial Party Committee Organizing Committee; and award certificates of merit to 5 collectives and 13 individuals with outstanding achievements in 2024.

The conference launched the emulation and signed the emulation agreement between units in 2025; agreed that the Organizing Committee of Quang Nam Provincial Party Committee would be the head of Emulation Cluster No. 3 in 2025.
