Better promote the potential and advantages of both Quang Nam and Da Nang

After listening to the reports on outstanding results, key tasks, proposals and recommendations of Da Nang city and Quang Nam province, as well as the opinions exchanged and statements made at the meeting, General Secretary To Lam pointed out that Da Nang is also facing many challenges, the economy is still small in scale compared to the whole country and many other localities; there are not many large corporations investing; science, technology and innovation, although being focused on, have not yet created a truly strong driving force. The role of Da Nang in connecting regions - especially with Quang Nam and the Central localities - has not yet been fully promoted. In that context, the research and implementation of new development models, including the adjustment of administrative units, has become an urgent requirement to expand growth space, restructure development space and management apparatus to suit the long-term vision.

General Secretary To Lam affirmed that the policy of merging provinces and not organizing at the district level is a major, strategic orientation of the Central Government that is being implemented urgently, resolutely, and decisively on the basis of extensive consultation, with consensus as the foundation. This is a revolution, an institutional breakthrough in preparation for the "hundred-year vision" of national development. All institutional reforms must be for the practical and long-term interests of the people.
The General Secretary shared that a major policy with profound institutional innovation will certainly create some concerns among officials and people. People are worried about losing their cultural identity, traditional names, being "merged", losing their local status, wondering whether public services will be more convenient after the reorganization; officials are worried about the impact on their jobs, income, position...
The General Secretary requested that Party committees and authorities at all levels need to explain, dialogue, ensure smooth administrative operations, fast and convenient public services, promote the application of information technology in handling administrative procedures, preserve traditional names in various forms, build historical and cultural databases, etc., properly implement the policy of "the new must be better than the old", "the people must be better served".
In the near future, the Central Committee and the National Assembly will discuss the merger of provinces, in which it is expected that Quang Nam will be merged with Da Nang. The General Secretary said that a new Da Nang - Quang Nam must promote the potential and inherent advantages of both localities, the resilient revolution and the spirit of creative labor. The work of building the Party and the political system needs to be promoted more than ever, associated with innovation of the organizational model, tightening discipline, improving the capacity and quality of cadres. Cadres must truly be the center of innovation, people who are close to the people, dare to think, dare to do, dare to take responsibility, and are the ones who spread trust among the people. The reduction of staff must retain talented people. Social security policies, people with meritorious services, and the disadvantaged need to continue to be top priorities.
The new Da Nang - Quang Nam will continue to be a strategic growth pole.
Suggesting some orientations and tasks, the General Secretary stated that building a new Da Nang - Quang Nam must become a growth pole of Vietnam, with high competitiveness in the Asia - Pacific region. A new Da Nang - Quang Nam needs to position itself not only as the economic - social center of the Central region but also demonstrate a pioneering role in leading other localities in the process of modern development; it is necessary to promote economic restructuring towards improving labor productivity and promoting potentials and advantages; building an international financial center, a free trade zone, a modern coastal city, a resort tourism center, high-quality heritage tourism, etc.
New development spaces need to clearly define their own strategic roles and advantages - such as industrial and logistics development poles (Chu Lai), cultural and ecological tourism centers (Hoi An - My Son), high-tech agricultural areas, etc. The overall planning must ensure balanced development, not allowing the situation of over-concentration on Da Nang to occur while forgetting the valuable potential of Quang Nam.
The General Secretary proposed to shape the new Da Nang - Quang Nam into a "national center for innovation, high technology and startups", pioneering in new fields such as digital economy, circular economy, green economy, marine economy; deploying the model of "Digital Government - Smart City - Modern Administration"; improving the quality of human capital, attracting talents; building a team of high-quality officials and Party organizations associated with a new governance model; continuing to improve and care for people's lives, focusing on poverty reduction, creating more jobs for local human resources, promoting the development of private enterprises; strengthening national defense - security capacity and protecting territorial sovereignty in all situations; strengthening regional linkages - developing according to the "no administrative border" mindset between localities.
The General Secretary emphasized that the merger is not just an administrative change - it is a historic opportunity for Quang Nam and Da Nang to together build a leading economic, cultural and innovation center in the region; it is necessary to promote the strengths of both sides, plan long-term visions, share benefits, responsibilities and aspirations for development - so that the land of Quang - Da can truly reach out to the sea with a position worthy of national and international stature.
The General Secretary requested that central agencies, especially the National Assembly and the Government, continue to pay attention, support and create maximum conditions for the new Da Nang - Quang Nam to effectively implement the Party's major policies, especially breakthrough proposals on financial mechanisms, planning, organizational apparatus, and testing new fields to create development momentum not only for the new Da Nang - Quang Nam but also for the entire Central region and the country.
With a strong innovative mindset and a desire to constantly strive forward, the General Secretary believes that the new Da Nang - Quang Nam will continue to be a strategic growth pole, a center for startups, innovation and creativity, and a leading livable coastal city, contributing to bringing Vietnam firmly into the era of sustainable development and prosperity.
* Previously, General Secretary To Lam and the Central Working Group inspected the progress and encouraged workers at the Lien Chieu Port investment and construction project. Appreciating the site preparation for the project, pointing out important factors to note such as logistics and technology application, the General Secretary emphasized that in port planning, it is necessary to take into account railway planning, industrial parks, and technology application to increase automation, help reduce waiting time, and increase the efficiency of cargo transit. In this process, Da Nang needs to learn from the experience of countries with experience in seaport development, especially paying attention to green criteria to increase competitiveness, towards sustainable development.

Lien Chieu Port is planned to become an international gateway port attracting logistics carriers around the world, accessing large ships, helping import and export goods to go directly from European and American countries, helping to increase competitiveness in the international market, enhancing Vietnam's position in the global supply chain.
