On the afternoon of December 16, in Hanoi, General Secretary To Lam, Secretary of the Central Military Commission, chaired the 12th Central Military Commission Conference. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference.
Attending the conference were President Luong Cuong; Prime Minister Pham Minh Chinh; Politburo members, Party Central Committee Secretaries: Phan Dinh Trac, Head of the Central Internal Affairs Commission; Le Minh Hung, Head of the Central Organization Commission; members of the Secretariat, Party Central Committee members, leaders of Party committees, the Party Central Office, and leaders of the Ministry of National Defense.
At the meeting, members of the Central Military Commission and delegates listened to the Summary Report on military and defense work in 2024 (by video clip); discussed and evaluated the results of leadership in implementing military and defense tasks in 2024 and resolved policies and solutions for leadership in implementing tasks in 2025.
Concluding remarks at the conference, General Secretary To Lam Congratulations to the Central Military Commission, the Ministry of National Defense and the officers and soldiers of the entire army for successfully advising and organizing the great celebration of the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day with many practical and meaningful activities, contributing to arousing revolutionary heroism, the strength of great national unity, the glorious tradition and strength of the heroic Vietnam People's Army.
General Secretary To Lam acknowledged and highly appreciated the thoughtful and thorough preparations for the Central Military Commission Conference, illustrated with vivid images; and the enthusiastic and responsible opinions expressed by the delegates.
Summarizing the outstanding results in performing the tasks in 2024, the General Secretary emphasized that in the general context of the country, the Central Military Commission and the Ministry of National Defense have led and directed the entire army to strictly follow the leadership of the Party and the management of the State, promote the glorious tradition and noble qualities of "Uncle Ho's soldiers", unite, overcome all difficulties, comprehensively complete military and defense tasks, and build a strong military Party organization.
The Central Military Commission and the Ministry of National Defense have led and directed the implementation of the strategic advisory function to the Party and State on military, national defense, and national defense; well organized the review and conclusion of a number of Central Resolutions and conclusions in the Party Committee of the Army and coordinated the implementation of the National Defense Strategy in the new situation.
The army continues to promote its core role in building a national defense, a national defense posture, especially a solid "people's hearts posture", creating a combined strength to protect the socialist Vietnamese Fatherland; actively participating in socio-economic development, associated with strengthening national defense and security, building new rural areas, and sustainable poverty reduction in strategic areas, remote areas, border areas, and islands...
The overall quality, strength, level and combat readiness of the entire army have been raised. The army is the vanguard force, taking the lead in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints with a very proactive spirit, methodical solutions and methods, a large number of participating forces and clear effectiveness.
International integration and defense diplomacy continue to be promoted with many outstanding achievements, recognized and highly appreciated by the international community, thereby contributing to increasing consensus, minimizing disagreement, preventing the risk of conflict, and enhancing Vietnam's international position and prestige.
However, there are still some limitations and shortcomings in the leadership and direction of the implementation of military and defense tasks in 2024. The Central Military Commission needs to continue to lead and direct effective solutions to overcome them immediately, so as not to affect the strength, quality and prestige of the army.
Regarding the tasks for 2025, the General Secretary stated that this is a year of decisive significance for completing the goals and tasks of the 11th Military Party Congress and the 13th National Party Congress, and is also a year of many major events for the country.
The Central Military Commission needs to focus on leading and directing the comprehensive implementation of tasks, first of all, prioritizing a comprehensive review of the goals and tasks identified by the 13th National Party Congress and the 11th National Party Congress of the Army, with resolute solutions, with the determination to "finish the line" early, exceeding the set targets.
Strengthen leadership and direction of the entire army to maintain and improve combat readiness, ensure victory in all situations, and promote the good implementation of the "Three Breakthroughs", creating a steady change in the quality of training, education and training according to the goals and tasks identified by the Central Military Commission in specialized resolutions.
The Central Military Commission and the Ministry of National Defense continue to promote the core role of the army in building all-people national defense, civil defense, building a "people's heart position", firmly protecting the airspace, sea, border, inland and cyberspace.
Focus on and complete key projects and tasks as soon as possible, especially Project KTS-23, border patrol roads, planning and development of national defense economic zones; coordinate to maintain political security, social order and safety, and protect the safety of targets and events in 2025.
Actively innovate and improve the effectiveness and efficiency of building a politically strong army; regularly do a good job of political and ideological education, especially educating and promoting the glorious traditions of the army in 80 years of building, fighting, winning and growing.
Continue to do a good job of mass mobilization, accompany the people in economic, cultural and social development, and prevent and combat natural disasters and epidemics.
Emphasizing the need to further enhance the effectiveness of international integration and defense diplomacy, the General Secretary requested the Ministry of National Defense to enhance bilateral and multilateral defense cooperation, strengthen strategic trust with partners, especially neighboring countries, major countries, and traditional friends; promptly detect and flexibly, harmoniously, and effectively handle newly arising relationships and issues.
Complete all aspects of logistics, finance, planning and investment, and defense economics with quality. Continuously improve the quality and efficiency of technical work, military science, cryptography, and defense industry. Focus on improving technical capacity, repair technology, research, design, and manufacturing, contributing to improving the capacity and potential of the defense industry.
The General Secretary suggested that, together with leading the successful implementation of central political tasks, breakthroughs, and regular tasks, the Central Military Commission must pay special attention to leading the building of a clean, strong, exemplary, and representative military Party organization; continue to promote Party building and rectification; and promote studying and following Ho Chi Minh's ideology, morality, and lifestyle.
The policies and decisions of the Central Military Commission at the 12th Central Military Commission Conference must be promptly disseminated and thoroughly grasped by all officers and soldiers, building high will and determination, a spirit of speed and determination to win, "reaching the finish line" early, successfully completing all tasks in 2025 and the targets and tasks set forth in the Resolution of the 11th Party Congress of the Army.
