Big cities are polluted by motorbike emissions.

According to Circular 47/2024 of the Ministry of Transport, motorbikes and scooters under 5 years old are exempt from emission inspection. Vehicles from 5 to 12 years old must be inspected every two years, while vehicles over 12 years old must be inspected annually.

In case the motorbike or scooter in the database does not have information about the date of manufacture, it will be calculated from December 31 of the year of manufacture. The emission inspection certificate will be issued by the Vietnam Register.

When going for inspection, the vehicle owner must present one of the following documents: original vehicle registration certificate; certified copy or certified electronic copy of the original vehicle registration certificate; original vehicle registration certificate appointment paper.

The inspection agency will compare the vehicle information on the management software with the registration certificate. Vehicles that do not match will be rejected. If the vehicle meets the standards, it will be inspected and issued an electronic certificate with data integrated with the vehicle owner's electronic identification account.

Circular 47/2024 takes effect from January 1, 2025, however, a representative of the Vietnam Register said that this is not the time to start conducting motorcycle emission inspections at motor vehicle registration facilities.

The Road Traffic Law has stipulated the inspection of emissions for motorbikes and mopeds. However, to implement this regulation, the Ministry of Natural Resources and Environment is coordinating with the Ministry of Transport to develop a specific roadmap, including the implementation start time, applicable subjects and inspection fees. Currently, this roadmap has not been completed and submitted to the Government for approval.

There are currently over 70 million registered motorbikes in circulation in Vietnam, of which over 45 million are used by people every day. According to the Ministry of Transport, motorbikes are the largest source of pollution emissions, but have not been controlled because the 2008 Road Traffic Law has not yet regulated them.

Since 2010, the Government has assigned the Ministry to develop a specific roadmap for controlling motorbike emissions. The two major cities of Hanoi and Ho Chi Minh City have been assigned to complete the network of inspection facilities, with the goal of having 80-90% of motorbikes inspected to meet emission standards by 2015.

However, motorbike emission control has not been implemented yet, while the number of motorbikes in big cities is increasing rapidly. In 2023, the country registered more than 2.4 million new motorbikes, bringing the total number of motorbikes to 74 million.
