On December 16, Deputy Director of the Vietnam Register Nguyen To An said that after the Government issued a roadmap for motorbike emission inspection, the Vietnam Register will work with the Vietnam Association of Motorcycle Importers and Manufacturers (VAMM) to mobilize maintenance and repair facilities and dealers of major motorbike brands to participate in vehicle inspection if they meet the standards and conditions.

According to regulations, motorcycle emission testing facilities must have emission testing equipment, computers connected to the network, and a minimum area of ​​15 square meters for each device, which can be used in conjunction with vehicle maintenance and repair activities. "Emission testing equipment is not expensive and not as complicated as automobile testing equipment, so many motorcycle maintenance facilities of VAMM Association dealers can invest in it," said Mr. An.

Currently, there are nearly 3,000 maintenance facilities nationwide that can test emissions of motorbikes and scooters. People can conveniently bring their vehicles for inspection, reducing congestion at the facilities.

These facilities utilize equipment so they can save on investment costs for facilities for motorbike emission testing, thereby helping to keep service prices at the lowest.

When people bring their vehicles for maintenance, they will have their vehicles periodically inspected for emissions and will be issued a certificate that the vehicle meets emission standards. "The inspection does not take much time, causing inconvenience to motorbike users," said Mr. An.

According to Circular 47/2024 of the Ministry of Transport, the certificate of emission inspection for motorbikes and mopeds is an electronic certificate, with data integrated with the vehicle owner's electronic identification account. This will reduce the time to print and affix the inspection stamp on the vehicle when returning the inspection results, contributing to reducing the cost of conducting emission inspection.

Regarding the roadmap and scope of emission control, Mr. An said that the Ministry of Transport will coordinate with the Ministry of Natural Resources and Environment to develop and complete the plan to submit to the Prime Minister for promulgation on the principle of ensuring consistency with reality, minimizing disruption and impact on people's vehicle usage needs while still ensuring environmental goals.

The agencies also reported to the Government to submit to the National Assembly to add the price of emission inspection services to the list of inspection service prices so that the Ministry of Transport has a basis to issue economic and technical norms and promulgate prices for motorbike emission inspection services.

"We will propose that the government waive or set low inspection fees for the first few years to encourage people to bring their motorbikes for inspection for the purpose of environmental protection," said a representative of the Vietnam Register.

Based on regulations on motorbike emission inspection period

Explaining the cycle of motorbikes, motorbikes from 5 to 12 years old must be inspected every two years, motorbikes over 12 years old must be inspected annually, the Deputy Director of the Vietnam Register said that the regulation is based on research and survey by the Institute of Transport Science and Technology (Ministry of Transport) with about 20,000 motorbikes in 3 cities of Hanoi, Ho Chi Minh City and Da Nang. The results show that motorbikes with a usage time of less than 5 years have almost no significant change in emission levels of pollutants (HC, CO), can meet the emission standards in TCVN 6438:2018.

For vehicles that are over 5 years old, pollutant emissions increase significantly, depending on the maintenance regime and frequency of use by the owner. Based on the survey results of average daily kilometers and average frequency of use, the research team proposed that the emission inspection cycle for motorbikes over 5 years old is 24 months.

For motorbikes and scooters that are too old (over 12 years old), the actual test results show that the rate of pollutant emissions has increased. To prevent pollutant emissions, annual emissions checks (every 12 months) are needed to raise awareness of vehicle maintenance.

On the other hand, the regulation of shorter inspection cycles for vehicles with high usage time creates motivation to convert vehicles, improving the efficiency of air environment protection, especially in urban areas.

In addition, the research agency has consulted the application of emission inspection cycles for motorbikes and scooters in Taiwan (China), Japan, and Thailand, which all stipulate that vehicles manufactured from 5 to 12 years old have an emission inspection cycle of 24 months/time; vehicles manufactured over 12 years old have an emission inspection cycle of 12 months/time.

The Law on Road Traffic Safety, which will take effect from January 1, 2025, stipulates that motorbikes will have to have their emissions inspected. Currently, there are over 70 million motorbikes registered in Vietnam, of which more than 45 million are used by people every day. This is a major source of pollution emissions, along with many other sources of emissions that are currently uncontrolled.

Since 2010, the Government has assigned the two major cities of Hanoi and Ho Chi Minh City to complete the network of inspection facilities, with the goal of having 80-90% of motorbikes inspected to meet emission standards by 2015. However, to date, motorbike emission control in these two cities has not been implemented.
