On March 17, General Secretary To Lam worked with the Economic - Social Subcommittee of the 14th National Party Congress. Also attending were: Prime Minister Pham Minh Chinh, Head of the Subcommittee; Politburo members, Party Central Committee Secretaries, Party Central Committee members; leaders of ministries, branches, central agencies, and subcommittee members.
Based on research, updating the new context and direction, and historical strategic decisions that have been and are being implemented, the draft Socio-Economic Report of the 14th Party Congress has been supplemented and perfected in a revolutionary, action-oriented, highly feasible, concise, and focused direction.
At the meeting, the subcommittee members focused on discussing and contributing many profound ideas for the editorial team to absorb, supplement and perfect the draft report.
Making Vietnam a leading country in administrative reform
Basically agreeing with the draft report on Socio-Economic Affairs of the 14th Congress and the enthusiastic and intellectual contributions, General Secretary To Lam emphasized that socio-economic issues are very broad, difficult, highly specialized and rapidly changing, and need to be supplemented and updated regularly.
Regarding the directions for further research, updating and completing the draft report, the General Secretary suggested continuing to research new issues and implementing policies to continue streamlining the apparatus of the political system. At the same time, further research and assessment of the results of implementing the policy of streamlining the apparatus of the political system and rearranging and reorganizing administrative units at all levels.
The General Secretary emphasized that this is not simply a matter of adjusting administrative boundaries but also a matter of adjusting economic space; adjusting the division of labor, decentralization, adjusting the allocation and combination of economic resources...
In addition, the General Secretary requested a re-evaluation of national planning, regional planning, planning and development orientation of provinces and cities.
Regarding the GDP growth model, the General Secretary noted that it is necessary to continue researching and clarifying the content of Vietnam's "new growth model" in the coming period, especially emphasizing the fundamental factors for rapid and sustainable development.
In the new growth model, it is necessary to clearly define the role of economic sectors, emphasizing the role of the private economy as an important driving force for GDP growth, increasing low labor productivity, creating jobs; specifically orienting the modern development of industry, agriculture, and services; forming growth regions and poles with specific targets for contribution to the country's GDP.
Regarding institutions, the General Secretary pointed out that this is a bottleneck that is gradually removing institutional barriers, difficulties, and obstacles to create a foundation for development.
The development and promulgation of laws must follow practical situations, not allowing the situation of waiting for laws and mechanisms to lead to delays and lost opportunities.
The General Secretary suggested that it is necessary to study and reform processes and policies more strongly to meet development requirements, build a favorable legal environment, a transparent, safe, low-cost business environment, and make Vietnam a leading country in administrative reform, entrepreneurship, and innovation with an open investment and business environment.
Besides, the General Secretary also emphasized the need to study solutions to implement synchronous and unified policies from the central to grassroots levels, building a proactive team of cadres to serve the people and businesses.
The potential of Vietnamese people is not inferior to any other nation.

Regarding resource mobilization for development, the General Secretary suggested continuing to study and deepen specific solutions to mobilize resources; carefully studying the strategy to attract FDI capital as well as indirect investment capital in the new development stage of the country; mobilizing capital from the people to participate in business, bringing capital circulation in the economy.
In which, attention must be paid to developing autonomous local economies, decentralization and delegation of power must ensure fairness and nurture development resources.
The General Secretary noted that the report contents should be continued to be reviewed to ensure a balance between economic, cultural and social development. The ultimate goal is to improve and increasingly better meet the material and spiritual needs of the people.
Therefore, we must study growth policies so that people's living standards correspond to the economic growth rate and people can enjoy the achievements of economic development; we must quantify specific policies so that people can see and evaluate them...
