The D30 road project in Nha Trang City is just over 700m long and is expected to be completed in 1 year. However, after nearly 4 years and many extensions, the project is still not completed.

Khanh Hoa Provincial People's Committee has just sent an urgent dispatch to the Khanh Hoa Provincial Project Management Board for Investment in Construction of Agricultural Works and Rural Development (PPMB), the investor of the D30 road project - connecting 23/10 road with Vo Nguyen Giap road.
Road D30 has been extended three times but still cannot be put into use.
According to the leader of Khanh Hoa Provincial People's Committee, the D30 road project was approved by the Provincial People's Committee with an implementation period from 2018 to 2020. The project is behind schedule due to problems with site clearance and management and construction issues. Based on the proposal of the Project Management Board and the Department of Transport, the province has repeatedly extended the project implementation period.
Recently, Khanh Hoa Provincial People's Committee has issued many documents directing and handling difficulties, requiring the urgent completion of the project and putting it into operation and exploitation. However, up to now, the project has not been completed.
Meanwhile, this is an important route, supporting traffic regulation and reducing traffic congestion in Nha Trang City. The delay in completing, putting into operation and exploiting the route is the responsibility of the Project Management Board.
Khanh Hoa Provincial People's Committee criticized and requested the Director of the Project Management Board to urgently review the collective and individual responsibilities related to the above-mentioned delay. At the same time, direct and urge the contractor to complete the project and put it into operation and use before January 10, 2025 and no extension is allowed.
The Board's leaders must be responsible to the Chairman of the Provincial People's Committee if there are further delays in construction and completion of the project within the above deadline.
Many times asked for extension of progress
Present at this project on the first day of 2025, Giao thong Newspaper reporters noted that the main items of the road have basically been completed. At both ends connecting Vo Nguyen Giap Street and 23/10 Street, the construction unit is still erecting barriers to prevent vehicles from entering. On the route, there are a few scattered positions of workers completing the sidewalk and painting the median strip.

According to the report of the Project Management Board, the construction contract for the D30 road project was signed on November 27, 2020, with a construction period of 36 months (from December 8, 2020). The project has 37 cases that need to be cleared, of which 8 cases are eligible for resettlement.
Due to the project's unsettled site, the investor and contractor have signed three extensions of completion time in the contract appendices (once on November 27, 2022; once on December 31, 2023 and once on June 30, 2024).
Also according to the Project Management Board, due to the extended implementation time, the price of asphalt fuel, crushed stone of all kinds, labor costs, transportation costs... have all increased significantly compared to the time of signing the contract in November 2020, so the contractor requested to adjust the unit price.
However, on August 14, 2023, the Provincial People's Committee issued a document not to adjust the contract from a fixed unit price to a contract with an adjusted unit price. Therefore, the project is not eligible for unit price adjustment according to legal regulations.
On September 5, 2024, after inspecting the project, Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan assigned the Project Management Board to direct and urge the contractor to complete the project, ensuring completion before October 23, 2024.
Regarding this issue, Mr. Quach Thanh Son, Director of the Project Management Board, said that after receiving instructions from the Provincial People's Committee, the investor has directed the contractor to complete the items. Currently, the teams are urgently implementing the remaining parts to complete the project in time for putting it into use.
Road D30 has a total length of 778m, width of 30m, belonging to 2 communes Vinh Hiep and Vinh Trung, Nha Trang city. The project has a total estimated investment of nearly 130 billion VND from the provincial budget. Of which, the construction cost is more than 80 billion VND; compensation, clearance and resettlement costs are more than 28 billion VND. The remaining cost is project management, construction consultancy, contingency, etc.
The contractor is a joint venture of Thong Nhat Construction Company Limited, 379 Trading - Service Company Limited, Ngoc Khang Joint Stock Company and Tay Bac Joint Stock Company.
