Units in the Vietnam National Coal and Mineral Industries Group (TKV) are accelerating the implementation of production and business targets, completing plans for the last months of the year. This is also the time when there are unusual weather developments . To proactively respond and ensure safety in production , units in the Group have been implementing synchronous solutions.
First 2 quarters of 2024, Ha Lam Coal produced 1.23 million tons of raw coal (50.01% of the yearly plan), dug 6,056m of tunnel (50.05% of the yearly plan). In addition to focusing on exceeding production and business targets, the unit also implemented solutions to enhance ventilation, mine gas management, prevent water bursts and prevent internal fires to ensure safety during production. Specifically, the unit has constructed 60 temporary retaining walls; 6 fixed brick retaining walls; 768m of coal seam temperature control boreholes; 15 special isolation retaining walls using fly ash mixture pumps; sprayed and reinforced the furnace wall of 1,600m. Completed construction and put into use 2 semi-automatic ventilation systems at the TG-VCVL furnace at level -300 -:- -230, zone III, seam 7 to improve ventilation and working conditions for workers.

Mr. Vu Ngoc Thang, Director of Ha Lam Coal Joint Stock Company, said: In the first 6 months of the year, the unit has implemented 169/228 items in the 2024 occupational safety and health plan with a value of nearly 29.9 billion VND (50.16% of the annual plan). In particular, Organized drills on simulated incidents caused by natural disasters, storms, and command maps for PCTT-TKCN. The number of cases/person of occupational accidents decreased by 20% compared to the same period in 2023. Along with that, the unit has directed specialized departments to regularly review and inspect storm prevention works in the spirit of "3 in advance, 4 on-site", "early, from afar, from the base" . At the same time, check and monitor terrain movements, organize the plugging and handover of risky areas as well as dangerous subsidence areas above the market furnaces; proactively coordinate with Nui Beo Coal Joint Stock Company according to the coordination plan to ensure safety in production.
Since the beginning of the year, based on the contents of TKV's directive documents, the Group's professional departments and units have resolutely implemented solutions to ensure occupational safety and health and technical management. The estimated total value of implementation according to the 5 occupational safety and health contents reached over 703.81 billion VND (50.9% of the annual plan).
In the second half of 2024, TKV sets the goal of: "Minimizing the number of occupational accidents and incidents caused by subjectivity; reducing the number of fatal occupational accidents; not allowing catastrophic accidents and incidents to occur". Accordingly, the Group requires heads of units to direct the immediate overcoming of limitations and shortcomings, and organize the implementation of measures to ensure technical safety in the context of unusual impacts of climate change.
Especially for underground coal mining units, regularly inspect and review the terrain surface to detect subsidence areas, organize timely leveling to minimize water seepage into the mine; strengthen the work of updating and reviewing areas and objects at risk of water. Continue to strengthen the inspection work of company, construction site, workshop and mine rescue center staff, paying attention to regulations on inspection duration; effectively implement measures to prevent and eliminate incidents, control mine gas, mine pressure, ventilation and drainage. The Institute of Mining Science and Technology has a plan to use color indicators at suspected water flow points in the mine to coordinate with underground mining units to avoid unsafe situations.

For open-pit mining enterprises, continue to review and adjust issues related to mining and drainage techniques to suit the situation of climate change and heavy rain; carry out layered dumping according to the correct limits, directions, sequences and dumping techniques; maintain well the pumping and drainage systems of the mine site, regularly inspect and monitor the movement of the mine banks and waste dumps to promptly prevent the risk of landslides of mining banks and waste dumps; closely coordinate with underground coal production units with overlapping borders to ensure safety in production. Logistics, port management, and water transport enterprises continue to reinforce and support loading and unloading equipment, ensuring safety during storms and tornadoes; arrange sufficient means of anchoring, and implement safety solutions for ships and boats...
Speaking at the conference Proposing to deploy technical safety solutions in the context of unusual impacts of climate change, Deputy General Director of TKV Group Nguyen Huy Nam emphasized: The Group's leaders will continue to regularly inspect units to rectify and prevent risks; strictly handle according to regulations for officials who violate safety regulations. Along with that, strengthen propaganda and training for workers, so that workers can see what needs to be done, raise their sense of responsibility, self-control in safety, protect themselves and their colleagues.
