The Provincial People's Committee requests localities and units to urgently develop detailed plans and projects, deploy the establishment, appraisal and approval of land fund creation projects in accordance with the provisions of Article 42 of Decree No. 102 dated July 30, 2024 of the Government detailing the implementation of a number of articles of the 2024 Land Law.
In case it is determined that it is necessary to advance capital from the Land Development Fund to implement the project, the cost estimate for managing capital advanced from the Land Development Fund shall be calculated in the total project investment in accordance with the provisions of Article 17 of Decree 104 dated July 31, 2024 of the Government on the Land Development Fund.
Localities and units that need to advance capital from the Land Development Fund in 2025 to perform the tasks specified in Clause 1, Article 14 of Decree No. 104 dated July 31, 2024 of the Government shall make a list of projects/plans requesting capital advance and send it to the Development Investment Fund before October 31, 2024 for synthesis and reporting to the Provincial People's Committee for approval and implementation.
For localities and units whose list of projects to be funded from the Land Development Fund has been approved by the Provincial People's Committee, they must promptly complete the documents and procedures and send them to the Development Investment Fund for appraisal and submit them to the competent authority for approval of the capital funding plan in accordance with regulations; in case the unit or locality no longer needs capital funding, they must send a written response to the fund to synthesize and reduce the list of capital funding projects in accordance with regulations...
