Prime Minister Pham Minh Chinh expressed his impression of the industry's atmosphere of innovation, confidence, bravery and aspiration to rise up with the country at the Conference, creating motivation and inspiration with the belief that 2024 will achieve better results than 2023.
According to the Prime Minister, among the country's overall results and achievements in 2023, it is impossible not to mention the contributions of the industry, the Ministry of Planning and Investment - the general staff agency with a particularly important position and role; including silent contributions but with great impact, high spread, and long-term effectiveness.
Disbursement of public investment capital is a bright spot
The Prime Minister assessed that in 2023, the Ministry had successfully completed a large volume of work quite comprehensively in all areas according to its functions, tasks, and powers, closely and effectively coordinating with relevant levels, sectors, agencies, units, and international partners. In particular, the Prime Minister emphasized 9 outstanding highlights.
Firstly, the industry has continued its tradition, promoted achievements through generations, constantly strived to improve, especially in the spirit of catching up, progressing together and surpassing in innovation and entrepreneurship. "Overcoming yourself is very difficult, but you have done it and I am sure you will do even better," said the Prime Minister.
Second, perform well the role of a strategic-level advisory agency, focal agency, and macroeconomic coordination agency.
Third , the work of perfecting institutions and policy mechanisms continues to be focused on, and implementation is accelerated, especially mechanisms and policies to promote innovation and remove difficulties and obstacles.
Fourth , planning work has had a clear change in thinking and action, meeting progress and quality, with new thinking, new vision, new opportunities, bringing new values. Planning is difficult, requiring innovative thinking, strategic vision, pointing out and maximizing the potential differences, outstanding opportunities, competitive advantages, resolving difficulties and challenges of the country and localities. 2023 can be considered the year of planning, the Prime Minister assessed.
The Ministry has submitted to the National Assembly and the Government the National Master Resolution for the 2021-2030 period and the Implementation Plan. 109/111 plans have completed the preparation, appraisal and approval; actively implemented the Politburo's resolutions on the development of 6 socio-economic regions; established and promoted the role of regional coordination councils.
Fifth , the disbursement of public investment capital is a bright spot, being implemented vigorously in conjunction with removing difficulties, strengthening inspection and supervision. 26 working groups of Government members were established to inspect, work, promote production and business, public investment, infrastructure construction and import and export in localities. Thanks to that, the progress of public investment disbursement has improved significantly every month and every quarter; the disbursement rate of public investment capital in 2023 reached about 95%, higher than in 2022 (91.42%).
Sixth, actively contributing to improving the business investment environment, developing enterprises and attracting foreign investment. There were 217,700 newly registered enterprises and those returning to the market, an increase of 4.5%. By the end of the year, the number of enterprises entering and returning to the market was greater than the number of enterprises withdrawing and reversing compared to the beginning of the year.
Many real estate businesses and corporate bond market activities showed signs of recovery. FDI attraction reached 36.6 billion USD, up 32.1% with many high-quality projects, such as phone manufacturing, electronic components, and chip manufacturing projects; realized FDI capital reached 23.2 billion USD, the highest ever.
Seventh, innovation and creative startups have developed strongly, shaping the innovation ecosystem in Vietnam. With the spirit of self-reliance, the Ministry has inaugurated the NIC and attracted 41 investment funds to commit to invest 1.5 billion USD in the 3 years 2023-2025.
Eighth , ministries and branches also improve their analytical, forecasting and statistical capacity, better meeting the requirements of timeliness, accuracy and quality of macroeconomic advisory and management work.
Ninth , Ministries and branches maintain, consolidate and promote discipline, solidarity, unity, superiors listen to subordinates, subordinates propose, superiors accept.

8 key tasks
Regarding the goals, tasks and solutions for 2024, Prime Minister Pham Minh Chinh requested the Ministry of Planning and Investment to closely follow the Conclusions and Resolutions of the Central Committee, the National Assembly and the Government, to concretize and implement specific goals and tasks for 2024 with the theme: "Discipline, responsibility, proactiveness, timely, accelerating innovation, sustainable efficiency" in the spirit of "Year of determination", focusing on:
One is to continue to make greater efforts in planning and macroeconomic coordination.
Second, perfecting institutions, mechanisms and policies to resolutely, synchronously and effectively implement the three strategic breakthroughs; mobilizing and effectively using resources for development investment.
Third , focus on effectively and substantially restructuring the economy in conjunction with renewing the growth model and researching and advising on the implementation of new economic models.
Fourth, promote national digital transformation; promote administrative procedure reform, improve the investment and business environment, and increase publicity and transparency.
Fifth, promote innovation, creative startups and business development.
Sixth, do a good job of international economic integration, promote attracting foreign investment and external resources.
Seventh, perform well the tasks of the Standing Committee of the Socio-Economic Subcommittee to develop a Report on the implementation results of the 5-year Socio-Economic Development Plan 2021-2025, the 10-year Socio-Economic Development Strategy 2021-2030; develop a 5-year Socio-Economic Development Plan 2026-2030 to submit to the 14th National Party Congress.
"I request that you focus your human resources, intelligence, and time to successfully complete this heavy and very important task," the Prime Minister emphasized.
Eighth, to carry out well the work of Party building and Party rectification. To improve the leadership capacity and fighting strength of Party organizations and Party members. To resolutely fight against corruption, waste and negativity among cadres, civil servants and public employees.
