Continuing the eighth session, on the morning of November 29, the National Assembly held a plenary session in the hall, voted to pass the following projects: Law on Geology and Minerals and Law on Fire Prevention, Fire Fighting and Rescue, and discussed the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.

Accordingly, 446/448 National Assembly deputies participated in the vote in favor, accounting for 93.11% of the total number of National Assembly deputies, the National Assembly officially passed the Law on Geology and Minerals. The draft Law approved consists of 12 chapters and 111 articles regulating basic geological surveys, geological surveys of minerals; protection of unexploited geological and mineral resources; mineral activities; mineral recovery; mineral processing; finance on geology, minerals and auction of mineral exploitation rights; state management of geology and minerals within the mainland, islands, internal waters, territorial waters, contiguous zones, exclusive economic zones and continental shelf of the Socialist Republic of Vietnam. The Law takes effect from July 1, 2025.
With 448/450 National Assembly deputies participating in the vote in favor, accounting for 93.53% of the total number of National Assembly deputies, the National Assembly officially passed the Law on Fire Prevention, Fire Fighting and Rescue. The Law consists of 8 chapters and 55 articles regulating fire prevention, fire fighting and rescue; forces, means, ensuring operating conditions and rights, obligations and responsibilities of relevant agencies, organizations, households and individuals in fire prevention, fire fighting and rescue activities. The Law takes effect from July 1, 2025.
Next, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
Chairing the meeting, Vice Chairman of the National Assembly Tran Quang Phuong asked delegates to focus on giving opinions on the necessity of amending and supplementing the Law; the draft Law dossier; the viewpoint on building the Law; the scope of amendments and supplements; the addition of new principles of supervision activities; the addition of the authority of the National Assembly in considering the results of supervision; the addition of regulations on the agency responsible for advising and assisting the National Assembly Standing Committee in organizing and conducting activities to supervise the settlement of citizens' complaints and denunciations and voters' petitions; the addition of criteria for selecting supervision topics, groups of questions, and issues to be explained in the draft Law; the supervision activities of the National Assembly delegation; solutions to ensure the implementation of supervision conclusions and recommendations, and other contents of interest to National Assembly delegates.
Participating in the discussion, delegate Tran Khanh Thu, the provincial National Assembly delegation, expressed his approval of the amendment and supplementation of a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils to overcome the limitations and difficulties of the current Law while continuing to institutionalize the Party's viewpoints and policies, concretizing the State's policies on innovation, improving the quality and effectiveness of supervisory activities of the National Assembly and People's Councils at all levels...
Propose to choose option 1 on adding a new principle of supervision activities, in the draft: Ensuring the improvement of the effectiveness of state management, law making and enforcement, and deciding on important issues of the country and locality. Delegates believe that adding this principle to demonstrate the relationship between supervision activities and the improvement of the effectiveness of state management, law making and enforcement, and deciding on important issues of the country and locality is very necessary and should be considered an independent principle.
Regarding the regulation on the time for the National Assembly to consider and discuss reports, delegates assessed that moving the time for the National Assembly to consider and discuss some reports from the year-end session to the mid-year session will help to reasonably regulate and reduce the huge workload of the National Assembly at the year-end sessions; at the same time, it will create favorable conditions for the Government, ministries and branches in the process of collecting statistics and developing comprehensive reports on the situation and data in 1 year, as a basis for comprehensively assessing the work results of the year of the agency under supervision, overcoming the situation where agencies have to collect data many times to serve the preparation of reports to submit to the National Assembly, causing waste of resources.
In the afternoon, the National Assembly held a plenary session in the hall, voting to pass the following projects: Law amending and supplementing a number of articles of the Securities Law, the Accounting Law, the Independent Audit Law, the State Budget Law, the Law on Management and Use of Public Assets, the Tax Management Law and the National Reserve Law; Law amending and supplementing a number of articles of the Planning Law, the Investment Law, the Law on Investment under the Public-Private Partnership Method and the Bidding Law. At the same time, the hall discussed the draft Law on Management and Investment of State Capital in Enterprises.
