Continuing the eighth session program, the National Assembly discussed draft resolutions.

On the morning of November 21, continuing the eighth session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.

Delegate Phan Duc Hieu, National Assembly Delegation of Thai Binh province, spoke at the discussion.

At the discussion session, National Assembly delegates agreed with the necessity of developing a draft Resolution to institutionalize the Party's policies, increase access to land for commercial housing development, contribute to socio-economic development, increase housing supply, and meet people's needs. In particular, the content of the draft Resolution institutionalized the Party's viewpoints and policies in the Resolution of the 13th National Party Congress, Resolution No. 18-NQ/TW of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improve the effectiveness and efficiency of land management and use, and create momentum to turn our country into a high-income developed country. In addition, delegates gave their opinions on the name, content, structure, scope of regulation, subjects of application, conditions of application, criteria for selecting pilot projects, land and commercial housing projects sold to officers and soldiers of the armed forces. Delegates also suggested paying attention to ensuring the area of ​​rice fields, forest coverage rate, and having solutions to prevent negativity, speculation, policy profiteering, or leaving land fallow, speculation exceeding demand, affecting the real estate market, causing consequences for the economy, and stabilizing the macro economy.

To ensure the feasibility of the Resolution and avoid overlaps and conflicts with related draft laws, participating in the discussion, delegate Phan Duc Hieu, National Assembly Delegation of Thai Binh province, proposed to clarify some contents such as the concept of the project to be consistent with the real estate development planning; regulations on the additional area; on the pilot form of commercial housing reserved for the armed forces; on the form of agreement on land use rights transfer and change of land use purpose; specific regulations on the content of consulting the Ministry of National Defense and the Ministry of Public Security; on the procedure for the People's Committee to submit to the People's Councils at all levels for approval of the proposed land list; on the criteria and conditions for the proposed land list; regulations on conditions for changing the purpose of land use rights...

Next, the National Assembly discussed in the hall the draft Resolution of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

In the afternoon, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Pharmacy. Accordingly, with the result of 88.94% of the delegates participating in the vote in favor, the Law amending and supplementing a number of articles of the Law on Pharmacy was officially passed at the 8th session of the 15th National Assembly.

The draft Law voted to be passed consists of 3 articles, of which Article 1 amends 50 articles, abolishes 2 points, 2 clauses and 1 article of the current Pharmacy Law, and adds 3 new articles; Article 2 amends and supplements Appendix 1 issued with Price Law No. 16/2023/QH15; Article 3 on implementation provisions. The draft Law adds a number of more breakthrough provisions compared to the 2016 Pharmacy Law to attract investment and further promote research and development of drug and pharmaceutical ingredient production, such as preferential policies on administrative procedures when granting circulation registration certificates and import licenses; policies on applying incentive mechanisms and support from support funds for scientific and technological activities in research, development, clinical trials, technology transfer, and production of drugs and pharmaceutical ingredients; policies on price maintenance and price reduction for a number of drug groups with production technology transfer; digital transformation policy in pharmaceutical activities; determine the scale of pharmaceutical projects that are eligible for incentives and special investment support, and assign the Government to provide detailed regulations to ensure feasibility and bring the State's policies on pharmaceuticals and pharmaceutical industry development into life.

Next, Vice Chairman of the National Assembly Nguyen Khac Dinh chaired a discussion session in the hall on the establishment of Hue City under the Central Government and the draft Resolution on the organization of urban government in Hai Phong City.
