Continuing the eighth session agenda, on the morning of November 22, National Assembly deputies discussed in groups the draft Law on Corporate Income Tax (amended) and the draft Law on Special Consumption Tax (amended).

National Assembly delegates from Thai Binh province said that the amendment of the Corporate Income Tax Law and the Special Consumption Tax Law this time is part of the strategy to reform tax procedures and tax laws. Previously, there have been many documents on the Party's policies and guidelines directing the completion of the tax law system according to a roadmap that both ensures the State's management tools and ensures revenue sources and is a driving force for production development; ensures against revenue loss. At the same time, it ensures fairness and fairness for taxpayers, including organizations, individuals, businesses, foreigners, domestic or foreign commercial organizations... while ensuring compliance with international practices to both encourage investment and avoid loss, fraud, and profiteering.

In the context of economic difficulties, businesses continue to struggle to maintain operations and accumulate resources for development. It is important to maintain commitments and appropriate policies to ensure the rights of investors in Vietnam, avoid disruptions, and potential risks that may affect the confidence and investment decisions of long-standing businesses in Vietnam. Therefore, amending these laws is extremely important to perfect the tax law system. Delegates also participated in a number of specific contents such as taxable subjects; tax rates and tax roadmap for some product categories; global minimum tax issues; proposing to consider, review, and consider when assigning the Government to regulate the amendment and supplementation of taxable subjects and non-taxable subjects in case of necessity...

In the afternoon, National Assembly deputies continued to discuss in groups the draft Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations and the draft Law on amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.

Agreeing with the amendment and supplementation of a number of articles of the Law on Supervision Activities of the National Assembly and People's Councils, National Assembly deputies specifically discussed issues such as: amending and supplementing the concept of supervision stipulated in the current Law; amending the regulations on the National Assembly's supervisory authority to clearly define the scope and objects of supreme supervision of the National Assembly and its agencies; adding a form and a supervisory activity of the National Assembly Standing Committee; adding regulations on coordinating supervision of international treaties, agreements and projects; adding regulations on general supervision of elected bodies; organizing supervision activities from the grassroots level, supervision right during the implementation process, combining regular and ad hoc...

Regarding the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations, delegates focused on discussing the national standardization strategy, the national standardization agency; on transparency and notification and Q&A activities on technical barriers in trade; on procedures for conformity assessment, declaration of conformity, declaration of conformity; on the national database system on technical standards and regulations, access to information on standards and technical regulations; on the responsibility for developing, appraising, announcing, notifying, and applying TCVN; on developing, appraising and promulgating QCVN; on developing and applying TCCS; on developing, appraising and promulgating QCDP...
