Thac Ba Hydropower Plant increases water discharge, downstream may rise 2-3m

According to the warning, the water level of Thao River (Red River) in Yen Bai City may reach alert level 3. Meanwhile, Thac Ba Hydropower Plant must increase water discharge to the downstream of Chay River and Lo River.

Quick information from Yen Bai province said that from 6pm on October 1, Thac Ba Hydropower Joint Stock Company increased the flood discharge through the spillway, totaling 960m³/second (including discharged water and water generated through two generators). The downstream water level is expected to increase by 2-3m. This is an urgent measure to ensure the safety of the project against heavy rains and floods upstream.

The Steering Committee for Natural Disaster Prevention and Search and Rescue of Yen Binh district (Yen Bai province) has sent an official dispatch to localities and related units in Yen Bai, Phu Tho and Tuyen Quang provinces to notify the water release.

Thac Ba Hydropower Joint Stock Company said that at 3:00 p.m. on October 1, the water level on Thac Ba Lake reached 57.71m with water flow into the lake of about 756m³/second, but the total water flow downstream was only 539m³/second.

From the afternoon to the evening of October 1, Yen Bai province continuously issued warnings about the rapid rise in the water level of the Red River. Yen Bai provincial authorities asked people living along the Red River to closely monitor the water level situation to have timely response plans.

The National Center for Hydro-Meteorological Forecasting also reported that in the past 12 hours, the water level of Thao River (Red River) in Yen Bai has risen rapidly. At 6 p.m. the same day, the water level at Yen Bai City station was 31.13m (exceeding alert level 2).

It is forecasted that from the night of October 1 to the morning of October 2, the flood on Thao River may reach alert level 3 - meaning it will cause flooding in low-lying areas of Yen Bai City and neighboring areas.

Residents on Thanh Nien Street (Hong Ha Ward, Yen Bai City) said they may have another sleepless night tonight as the Red River rises rapidly. During the recent flood, this area was heavily flooded - some places were 2-3m deep.

According to the Steering Committee for Natural Disaster Prevention and Search and Rescue of Yen Bai province, as of 8 p.m. on October 1, the storm in the area had caused one death due to lightning (the victim was born in 1995, residing in Tu Le commune, Van Chan district); 113 houses were damaged; 318.25 hectares of rice and corn were damaged. The total damage was initially estimated at about 3 billion VND.

On the evening of October 1, the Department of Dyke Management and Natural Disaster Prevention informed that Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep signed an official dispatch requesting localities and relevant units to closely monitor the developments of floods and rains, proactively evacuate people from areas at risk of flash floods and landslides, as well as ensure safety for reservoirs and traffic.

In Ha Giang province, by the afternoon of October 1, rescue forces found another victim's body. The victim was Mr. PAT, 32 years old, residing in Bac Quang district, Ha Giang province.

Earlier, three other bodies were also found after the flash flood and landslide, including a fifth-grade student and two women.

Thus, the authorities have so far found four bodies and two victims are still missing.
