The level 4 house of Mr. Ha Van Ke's family in Cau Chua area, built in 2000 at the foot of Cham mountain, was still living peacefully until 2022, when a rock as big as 2 adults' hugs from the mountain rolled down behind the house. Since then, Mr. Ke's family has been unable to eat or sleep, afraid that the rock will roll into the house. Mr. Ke said: "Since the project to arrange, relocate and stabilize the population of Kha Cuu commune was implemented, we have been very happy because we are about to move to a new, more spacious place to live." In order for people to settle down on the new land, the commune government has coordinated with investors, conducted field surveys, and arranged and stabilized the population for the people.
Kha Cuu commune has 14 areas, a population of nearly 5,000 people; ethnic minorities account for over 90%; mainly Muong ethnic people. Socio-economic conditions are still difficult, the rate of multidimensional poverty is quite high, the whole commune still has 15.94% poor households, 21.64% near-poor households. With the attention of authorities at all levels and specialized agencies of the province in planning, arranging, relocating, and stabilizing the population, Kha Cuu commune has invested in building and planning a concentrated resettlement area in Tam hamlet for 96 households, including 23 households at risk of flash floods, located in streams, high mountain foothills and 73 households lacking residential land. The project has a total area of about 12 hectares with items such as: Roads, lighting, domestic water, community house. Each household will be allocated 200m2 of residential land. This new residence will have all the essential conditions, helping people to settle down with peace of mind, focus on developing production, and the lives of households will no longer have to live in fear of landslides, flash floods, and flash floods. This is a project under the National Target Program for Economic Development for Ethnic Minorities and Mountainous Areas.
Infrastructure of the project to arrange, relocate and stabilize the population of Kha Cuu commune is gradually being completed.
In the period of 2022-2024, the capital is allocated over 27 billion VND. Up to now, 2 new transformer stations, low-voltage power lines for resettlement areas, land auction areas and lighting systems have been invested, the construction progress has reached 85% of the workload. Comrade Dang Quang Huy - Secretary of Thanh Son District Party Committee said: "This is an important project, helping people to move to a new place better than their old place to stabilize their lives. The district directed the design consultant to carry out planning work, take advantage of the terrain, arrange items reasonably, scientifically, and ensure safety. Kha Cuu commune continues to propagate and mobilize people to move to a new place; orient and help people develop their family economy and stabilize their lives. Along with that, the commune needs to do a good job of site clearance, and mobilize people to be skillful and democratic, avoiding complicated issues; Proactively propose, arrange materials, organize and mobilize people's contributions in stages, have a clear and transparent plan to call for socialization; do a good job of coordinating, managing and accepting the quality of the works.
Along with accelerating the progress of infrastructure construction of the Project to arrange, relocate and stabilize the population, the capital of the National Target Program for Socio-Economic Development for Ethnic Minorities and Mountainous Areas has also invested in two items in the field of education: Building a new 2-storey building with 8 classrooms for Kha Cuu Primary School and a 2-storey building with 8 classrooms for Kha Cuu Secondary School.
As one of the 96 households to be relocated to new housing, Ms. Ha Thi Hai in Tam hamlet shared: “We are looking forward to the completion of the project day and night so that we can move to a new place. Here, we are not at ease to do business and are constantly worried about flash floods”. How can we not worry when climate change, natural disasters, and unusual floods occur? The gentle Dan stream surrounds the commune, providing water for the people to cultivate and produce, but when the rainy season comes, the water from upstream flows down, turbid, rising to the edge of the bank, sometimes even overflowing, causing many times of panic among the villagers. The wishes of Ms. Hai, Mr. Ke and the households are about to come true. The infrastructure of the items is gradually being completed, ensuring the safety of the households moving in.
