According to records, the project has been basically completed and is ready to be handed over to people to receive land and build houses in their new homes.

Mr. Nguyen Van Long - Director of the Project Management Board of Ky Son District said that the project has been basically completed, the board has also reported to the District People's Committee to hand over resettlement land to people to soon build houses and stabilize their lives.

Hearing that the resettlement area was completed, Ms. La Thi Van (born in 1985, teacher at Bao Thang kindergarten, Ky Son district) was both happy and sad: The commune recently invited our families to a meeting about moving to the new resettlement area, I was very happy. After two years of having to temporarily live in an abandoned school, now we have land ready to build a house for me and my children.

However, the mother and child were confused and worried when the officials said that households with red books would be granted land, while households with green books like ours had to pay 1.2 - 1.3 million VND/m2 of land.

"My family is a green household. When the flood occurred, the house had just been built and the debt had not been paid off yet. After the flood, all assets were swept away and damaged. I used all the money that the Party Committee, local government and sponsors supported me to pay off the bank loan.

I work as a teacher in a border area, my salary is only enough to support my two children (grade 4 and grade 11), now if I have to buy land, my children and I don't know where to get the money," Ms. Van worried.

Road system to resettlement area

Teacher La Thi Van's family is in difficult circumstances and was heavily affected by the terrible flood in 2022 that Giao Thong Newspaper has mentioned many times.

Her husband died early, so Ms. Van raised her two children alone. She saved up all her salary and bonuses as a teacher in the highlands to build a new house in Hoa Son village, Ta Ca commune.

However, on the morning of October 2, 2022, the flood hit, and Ms. Van only had time to pull her 7-year-old daughter out of the house and run to higher ground. The four walls were destroyed by floodwater and rocks, burying and sweeping away all the property and belongings inside.

The sturdy concrete house, still smelling of paint, was suddenly empty on all sides, becoming a deserted house filled with trash and rocks left over from the flood.

After the flood, with the help of the army and police, she was able to get her motorbike back, but all her belongings were swept away by the river to the sea.

Since then, Ms. Van and her three children have been lent a classroom at the Muong Xen Town Kindergarten to use as a place to hide.

Land handover to people in early spring 2025

It is known that, immediately after the terrible flash flood in 2022, the People's Committee of Ky Son district (Nghe An) deployed the construction of 2 resettlement areas for households that suffered heavy damage, lost their homes or whose old residence was not safe.

The first area is in Cau Tam village, Ta Ca commune, with an area of ​​about 8.6 hectares. The total capital for implementation is 65 billion VND (including 35 billion VND from the provincial budget reserve, 20 billion VND from the Nghe An Provincial Fund for the Poor and Relief Fund, 10 billion VND supported by Thien Tam Fund and Vingroup Corporation). After completion, it will meet the living needs of more than 150 households.

The second area in Hoa Son village, Ta Ca commune with an area of ​​about 3.9 hectares, meets the needs of 54 resettled households, each plot of land has an area of ​​210-230m2.

The total investment of this project is 31.5 billion VND, of which the central budget reserve is 30 billion VND, and the Ky Son district budget is 1.5 billion VND. The project started on November 15, 2023.

On the afternoon of January 31 (the 3rd day of the Lunar New Year 2025), speaking with Giao Thong Newspaper reporter, Mr. Tho Ba Re - Vice Chairman of the People's Committee of Ky Son district, Nghe An province said: Currently, the second resettlement area (in Hoa Son village) has been completed and can be handed over to people to build houses.

"The district is assigning the commune to review the list according to the initial registration to submit to the district resettlement council for approval. Certainly, in the first days of spring 2025, the district will hand over the land to the households," said Mr. Re.

For the past two years, Ms. Van and her children have had to live in a classroom at Muong Xen Town Kindergarten.

Regarding the concerns of households without red books, Mr. Re said: According to the law, households with red books are automatically entitled to receive land in the resettlement area.

Households that do not have red books must complete their financial obligations before receiving resettlement land.

"The law is like that, but this is an urgent case of natural disasters and floods; the people who suffered heavy losses are all ethnic minorities, whose lives are still very difficult.

Therefore, the district has assigned the Department of Natural Resources and Environment to act as a consultant for the district to report and ask for the province's direction to allocate land to the people. Here, there are cases where the local government also has to support more money so that people can soon have land and houses, thereby stabilizing their lives," said Mr. Re.

Regarding the first resettlement area (in Cau Tam village), Mr. Re added: At the end of 2024, the People's Council of Nghe An province issued a resolution to change the purpose of forest land use to another purpose for implementation. Currently, the district is implementing investment and construction steps according to regulations.

Early morning October 2, 2022, in Ky Son district, Nghe An province, a terrible flash flood occurred.

The consequences affected 621 houses. Of these, 55 houses in Ta Ca commune and Muong Xen town were completely collapsed; 49 houses in Ta Ca and Nam Can were severely damaged; the rest suffered damage of 50% or less.

The floods also severely affected education, agriculture, transportation and other projects. The total damage was over 215 billion VND.
