Senior Lieutenant General Tran Quoc To - Deputy Minister of Public Security, was assigned by the Prime Minister to run the Ministry of Public Security.

On the morning of May 22, Prime Minister Pham Minh Chinh signed a decision on assigning the management of the activities of the Ministry of Public Security.

Accordingly, the Prime Minister assigned Senior Lieutenant General Tran Quoc To - Deputy Minister of Public Security, to manage the activities of the Ministry of Public Security until the competent authority completes the position of Minister of Public Security according to regulations.

This morning, the National Assembly passed a resolution to dismiss Mr. To Lam from the position of Minister of Public Security.

The National Assembly's resolution on approving the dismissal of the Minister of Public Security was passed with 465/465 National Assembly deputies present in favor.

Mr. Tran Quoc To was born on January 28, 1962, in Quang Thien commune, Kim Son district, Ninh Binh province. He has the qualifications of Associate Professor, Doctor of Law, Criminology, Criminal Investigation; Senior in Political Theory.

Mr. Tran Quoc To is a member of the Party Central Committee, 12th and 13th terms; a National Assembly delegate, 14th and 15th terms.

Mr. Tran Quoc To was the Captain of the Criminal - Economic Police Team, Nghia Hung District Police, Ha Nam Ninh Province. After that, he worked for a long time at Ninh Binh Provincial Police with the following positions: Captain of the Criminal Investigation Police Team of Phat Diem Town Police; Chief of Phat Diem Town Police; Deputy Chief of District Police, Deputy Chief of the Investigation Police Agency of Kim Son District Police; Chief of District Police, Chief of the Investigation Police Agency of Kim Son District Police.

After that, Mr. Tran Quoc To held the following positions: Head of Department 2, Department of Environmental Police, Ministry of Public Security; Deputy Director of Department of Environmental Police, General Department of Crime Prevention and Control, Ministry of Public Security; Chief of Office of the Investigation Police Agency, Ministry of Public Security; Deputy Director of the General Department of Crime Prevention and Control, Ministry of Public Security; Deputy Head of the Investigation Police Agency, Ministry of Public Security.

Since March 2014, Mr. Tran Quoc To has been Deputy Secretary of the Provincial Party Committee and then Permanent Deputy Secretary of the Thai Nguyen Provincial Party Committee.

By October 2015, he held the position of Member of the 12th Party Central Committee; Secretary of Thai Nguyen Provincial Party Committee for the 2015-2020 term; Head of the National Assembly Delegation of Thai Nguyen province; Member of the National Defense and Security Committee of the 14th National Assembly.

In May 2020, Mr. Tran Quoc To was Deputy Minister of Public Security. He was promoted to the rank of Senior Lieutenant General in January 2022.
