At the conference, Major General Le Van Thuan, Deputy Chief of the Office of the Ministry of National Defense, reported on the plan to organize the military-political conference for the entire army in the first 6 months of 2023, including the expected time, location, composition of delegates, guests, program, conference organization method, etc.

Regarding the preparation work, up to now, based on the preliminary reports of agencies and units in the whole army, the Office of the Ministry of National Defense has researched and drafted the Preliminary Report on military and defense work in the first 6 months of 2023; organized workshops, collected internal opinions, and completed the draft. Next, sent for comments to 19 agencies and units; up to now, the comments are basically in agreement with the draft report, some additional opinions have been accepted by the Office of the Ministry of National Defense and will continue to complete.

Along with that, the Office of the Ministry of National Defense has coordinated with the Military Radio and Television Center and related agencies to complete a video clip illustrating the summary report; expected to speak at the conference. In addition, it has coordinated to develop a plan to serve the conference, focusing on measures to ensure security, safety and disease prevention in both the conference hall and the guest houses, where delegates from afar can eat and rest.

Currently, the Office of the Ministry of National Defense is continuing to carry out a number of tasks related to inviting delegates, drafting documents, reports, and running the conference; according to plan, all preparations will be completed before July 3, 2023.

After watching the video clip report and listening to the discussion opinions and concluding remarks of the conference, Senior Lieutenant General Nguyen Tan Cuong commended the relevant agencies and units for their efforts and serious and quality implementation of the contents prepared to serve the Military-Political Conference of the whole army in the first 6 months of 2023; assessed that the full report, summary and illustrative video clip were of good quality, basically meeting the set purposes and requirements.

Senior Lieutenant General Nguyen Tan Cuong requested that the assigned agencies and units continue to coordinate and shorten the video clip length to ensure compatibility with the summary report presented at the conference; remove some illustrative images that do not match the content of the report; select and add some images to create highlights, avoid spreading, especially images related to specific military activities such as building border patrol roads, projects serving the task of economic development associated with ensuring national defense and security to increase vividness and richness.

Senior Lieutenant General Nguyen Tan Cuong noted that images related to the activities of Party, State, and Ministry of National Defense leaders included in video clips must be carefully selected, ensuring they are representative, and avoiding using too many ceremonial images.

Regarding the draft reports, Senior Lieutenant General Nguyen Tan Cuong requested the presiding agency to receive additional comments and suggestions from delegates, and study and add some content to make the report more complete, balanced, accurate, and structured. In particular, review and remove some sensitive content; edit terminology to ensure proper assessment of the achieved results; add some evaluation content; rephrase some ideas to avoid confusion about the role and function of the Army; explain and clarify some information to make it easier for listeners to absorb.
