Discussing at the conference, delegates unanimously assessed: In the first quarter, the Provincial Party Committee and the Provincial Party Standing Committee focused on leading all levels, sectors, and people in the province to proactively and actively implement relatively comprehensive and effective political tasks.
Highlights include emulation activities to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam, and the 2024 Lunar New Year, ensuring that people have a safe, joyful, healthy, and economical Lunar New Year. Organize visits, give gifts, wish a happy New Year, and provide subsidies and support for over 147,700 gifts to policy beneficiaries, poor households, and people in difficult circumstances with a total cost of over 59 billion VND. Ensure good security and order, traffic safety, and fire prevention and fighting during Tet.
The work of Party building and political system building has been carried out synchronously, associated with continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient; The working theme for 2024 of the Provincial Party Executive Committee has been effectively implemented. At the same time, focusing on directing the implementation of socio-economic development tasks; ensuring national defense and security. Focusing on leading and directing the completion of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, submitted and approved by the Prime Minister in Decision No. 218, dated March 4, 2024. During the quarter, the whole province admitted 760 party members, reaching 34% of the annual plan, and established 1 party organization in a non-state enterprise.
In particular, with the determination of the entire political system, the consensus and support of the business community and all classes of people, the province's economy continued to develop, with the gross regional domestic product (GRDP) in the first quarter increasing by 8.02% over the same period in 2023, ranking 5th among the provinces in the Red River Delta and 12th nationwide. The value of industrial production is estimated at nearly VND 22,230 billion, up 4.1% over the same period last year; total development investment capital is estimated at VND 7,535 billion (up 9.3%). During the quarter, the whole province welcomed about 3.9 million tourists (up 21.2%), revenue is estimated at VND 3,660 billion (up 46%). Total state budget revenue is estimated at VND 3,410 billion.
Delegates also focused on clarifying the achievements of localities and units, difficulties and obstacles, and proposed a number of solutions to effectively lead and direct the implementation of key tasks in the second quarter and the coming time.
Accordingly, many delegates proposed: Promoting the development of party members to ensure quantity goes hand in hand with quality; focusing on implementing the arrangement of administrative units, including promptly issuing policies to support cadres who are redundant after the arrangement; promoting site clearance, facilitating the construction of works and projects; continuing to promptly remove difficulties and obstacles, supporting and creating favorable conditions for enterprises to develop production and business; strengthening the State management of religion; focusing on implementing key plans, programs and projects according to the resolution of the Provincial Party Committee that have a great influence on the development of the province; focusing on directing the successful organization of important events of the province (celebrating the 10th anniversary of Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage; Hoa Lu Festival in 2024...); Highly focus on accelerating the completion of criteria for building a Provincial Political School that meets level 1 standards...
Concluding the conference, Provincial Party Secretary Doan Minh Huan affirmed the outstanding results and highly appreciated the efforts of all levels and sectors in implementing political, economic and social tasks in the first quarter.

In directing the arrangement of administrative units, the Provincial Party Secretary especially noted that the arrangement process needs to strengthen the grasp of public opinion, promptly resolve difficulties and problems; pay attention to perfecting the socio-political organization; arrange and assign cadres and well implement cadre policies, creating high consensus.
Along with that, it is necessary to focus on leading and directing the implementation of socio-economic development tasks. Organize the announcement of Decision No. 218/QD-TTg, dated March 4, 2024 of the Prime Minister on approving the Planning of Ninh Binh province for the period 2021-2030, with a vision to 2050. Pay attention to well implementing planning and planning management; carry out urban and rural beautification. Promote investment attraction; focus on directing drastic site clearance, speeding up the construction progress of key projects. Strengthen the management and operation of state budget finance; solutions to increase budget revenue; focus on auctioning land use rights according to plan, especially special land areas.
Comprehensively implement tasks related to national defense and security, ensure political security, social order and safety. Continue to do a good job of receiving citizens, resolving complaints and denunciations.
