In particular, units proactively create favorable conditions for all cadres, soldiers, employees, and workers to contribute opinions, reflect, and monitor signs of degradation in political ideology, ethics, lifestyle, "self-evolution", and "self-transformation" among cadres and party members, especially leaders, managers, and key cadres at all levels.

Each Party Committee reviewed, supplemented, and perfected relevant regulations and rules, concretizing Conclusion 54 in conjunction with continuing to promote the study and following of Ho Chi Minh's ideology, morality, and lifestyle; emulation movements, campaigns, especially the "Skilled Mass Mobilization" emulation movement, building "Good Mass Mobilization Units" of the unit and locality.
