Effectively implement the Party's policy on foreign information work

In the coming time, localities and units need to develop programs and plans to seriously and effectively implement the viewpoints, goals, tasks and solutions set forth in Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo.

On the afternoon of October 11, the Central Steering Committee for External Information Work held a national online conference to study and implement Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of external information work in the new situation.

Comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work; Comrade Le Hoai Trung - Secretary of the Party Central Committee, Head of the Central External Relations Department chaired the conference.

The Ha Tinh bridge point was chaired by comrade Ha Van Hung - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Permanent Deputy Head of the Provincial Steering Committee for External Information Work.

Vice Chairman of the Provincial People's Committee Le Ngoc Chau and representatives of leaders of departments, branches and sectors attended.

Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo stated: After 10 years of implementing Conclusion No. 16-KL/TW dated February 14, 2012 of the 11th Politburo on the Strategy for developing foreign information for the 2011-2020 period, foreign information work has achieved important results, contributing to enhancing Vietnam's position and prestige in the international arena, protecting the Party's ideological foundation, fighting against erroneous, hostile views, distorted arguments, and foiling plots to sabotage the Party, the State, the regime, the cause of innovation, and the construction and protection of the Fatherland.

However, foreign information work still has some limitations and shortcomings such as: not fully and deeply reflecting the country's outstanding achievements; the implementation of tasks is still scattered, lacking focus and key points; some Party committees and organizations have not fully recognized the importance of foreign information; the work of combating and preventing bad, toxic and distorted information is sometimes and in some places not really effective; resource investment is not up to par with the task.

To continue improving the quality and effectiveness of foreign information work in the new situation, the Politburo requires Party committees and organizations to lead and direct the implementation of the following tasks and solutions: Continue to thoroughly grasp, concretize, and effectively organize the implementation of the Party's policies on foreign information work. Raise awareness and responsibility of Party committees, Party organizations, authorities at all levels, leaders, cadres, Party members and the People, especially agencies and organizations assigned to do foreign information work; ensure the highest national interests, in accordance with the relations between Vietnam and other countries, the United Nations Charter, and international law.

Strengthen coordination between agencies and organizations in the political system. Continue to innovate the content and methods of foreign information, focusing on introducing and strongly spreading to the international community the history, traditions, images of the country, people, culture, achievements of the renovation process, the noble values and thoughts of the Vietnamese people, theories and practices of socialism and the path to socialism in Vietnam, the leadership role of the Party, the superiority of the regime, and Vietnam's contributions to the world's cultural and intellectual treasure.

Strengthen the fight against false and negative information that harms national interests, the country's development process and the Party's leadership role. Strengthen state resources, encourage and mobilize social resources for foreign information work, especially resources for the activities of agencies directly involved in foreign information work and Vietnamese representative agencies abroad; build a national foreign radio and television channel in foreign languages at the regional and world level...

At the conference, delegates were informed by the Central Propaganda Department of the core content and instructions on implementing Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation.

The conference also heard a number of thematic presentations on improving the effectiveness of foreign information work in the new situation such as: the world and regional situation and issues arising for foreign information work in the new situation; foreign information work in the defense sector contributes to protecting national security early and from afar; foreign information contributes to improving the effectiveness of the fight against and refuting wrong and distorted viewpoints, bad and toxic information, especially in cyberspace...

Concluding the conference, comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work emphasized that in the coming time, localities and units need to develop programs and plans to seriously and effectively implement the viewpoints, goals, tasks and solutions set out in Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo.

In addition, it is necessary to strengthen leadership and direction of foreign information work; apply information technology, digital transformation and diversify forms of foreign propaganda; strengthen coordination among foreign information forces; and harmoniously and effectively combine domestic propaganda and foreign communications.

Actively fight against false and negative information that affects national interests, pay attention to improving the quality of resources for foreign information work to meet requirements and tasks in the new situation...
