This morning, January 21, Acting Chairman of the Provincial People's Committee Ha Sy Dong chaired a working session with the delegation of the Vietnam Association of Administrative Sciences led by Chairman of the Vietnam Association of Administrative Sciences Tran Anh Tuan to discuss the coordination of organizing training courses under the direction of General Secretary To Lam on "popular education" in Quang Tri province. Vice Chairman of the Provincial People's Committee Le Duc Tien attended the meeting.
At the meeting, a representative of the Vietnam Association of Administrative Sciences briefly presented the project on applying artificial intelligence (AI) to develop digital human resources, improve operational efficiency at state administrative agencies and other organizations in society.
Accordingly, on December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, affirming the viewpoint that science, technology, innovation and national digital transformation development are the most important breakthroughs, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop socio-economics, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
Previously, on November 18, 2024, the General Secretary also directed and launched the "Digital Literacy for All" movement, emphasizing the urgency of popularizing basic knowledge about digital transformation to all classes of people. This movement is expected to become a breakthrough in raising awareness and digital skills, especially for those in remote areas or those who do not have access to technology.
Therefore, the project was built with the goal of promoting the implementation of the "popular digital literacy" movement in all sectors and fields through organizing training courses on knowledge and skills in using AI applications to train and develop digital human resources, especially cadres and civil servants in administrative agencies and other organizations and units.
The project's participants include officials, civil servants, public employees and workers at administrative agencies; workers at other organizations and units (can be expanded to public or private enterprises in need).

During the discussion at the meeting, delegates gave their opinions on a number of contents related to the training program "Popular AI" - a pioneering program in the "Popular Digital Education" movement launched by General Secretary To Lam; specific topics of the training course related to the practical application of AI in public service and daily life; expected results and benefits of stakeholders; the superiority of the "Popular Digital Education" program according to the project of Applying Artificial Intelligence (AI) to develop digital human resources, improving operational efficiency in state administrative agencies and other organizations in society...
Speaking at the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized that with the vision of "leaving no one behind in the digital age and artificial intelligence", Quang Tri province always promotes the role of digital transformation, considering this a core issue, a breakthrough in the global digital transformation process.
Implementing Resolution No. 57-NQ/TW of the Politburo and responding to the "Digital Education for All" movement launched by General Secretary To Lam, Quang Tri province is ready, has built plans, and prioritized resources to popularize basic knowledge about digital transformation to all classes of people; equip knowledge and skills to use, apply and control AI for cadres, civil servants, and public employees, especially leaders and managers - those who must be pioneers and role models in the digital transformation process, both the core and the foundation for spreading knowledge about digital technology to all people.
Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the Vietnam Association of Administrative Sciences to develop and complete the content of the project, focusing on simplifying and popularizing AI knowledge, turning complex technologies into application tools serving work and life. Early implementation of training courses in Quang Tri province to help the province keep pace with the new era associated with the global technology process through raising awareness of digital skills for officials, civil servants, workers and people.
