Promoting infrastructure brings new 'breath of life' to Nghe An

Nghe An has achieved many outstanding achievements in many fields, including being continuously in the top 10 localities attracting the highest FDI in the country.

The central role of North Central Coast

With the viewpoint that building and developing Nghe An province commensurate with its position and importance, worthy of being the hometown of President Ho Chi Minh is an important political task of the Party Committee, government, and people of Nghe An province and the whole country, on July 18, 2023, General Secretary Nguyen Phu Trong signed and issued Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

The Resolution affirms the role and position of Nghe An in the region, area and the whole country, and at the same time paves the way for new and breakthrough solutions to attract resources to build and develop the province.

Over the past years, the Party Committee, Government and people of Nghe An province have always strived to promote the strength of great solidarity, overcome all difficulties, actively innovate and build their homeland and have achieved outstanding achievements in all fields. In particular, the scale of the economy has been increasingly expanded. The growth rate of gross regional domestic product (GRDP) in the first 6 months of 2023 of Nghe An reached 5.79%, higher than the national average (4.59%). Attracting foreign investment has achieved many positive results. There are many bright spots in the cultural and social fields.

However, according to Provincial Party Secretary Thai Thanh Quy, overall, Nghe An is still a province with many difficulties and needs to create a more outstanding development trend. To be commensurate with its role as the center of the North Central region, one of the key solutions is to focus on promoting the disbursement of public investment capital and national target programs, attaching responsibility to the heads of sectors and localities for the results of public investment disbursement.

Transferring capital plans, accelerating public investment disbursement

From September 1, the North-South expressway section Nghi Son - Dien Chau officially opened to traffic, helping cars shorten the time from Hanoi to Nghe An to 3.5 hours.

In August alone, the Provincial People's Committee continued to direct and urge the acceleration of the implementation of key public investment projects with specific disbursement levels in the month as follows: Vinh - Cua Lo connecting road phase 2 with a total investment of 1,415.2 billion VND, estimated to be implemented in the month of 9.4 billion VND; Construction of Nghe An Oncology Hospital (phase 2) with a total investment of 1,259 billion VND, estimated to be implemented in the month of 16.6 billion VND; Project to Modernize the Forestry Sector and Enhance the Resilience of Coastal Areas in Nghe An Province with a total investment of 306.1 billion VND, estimated to be implemented in the month of 14 billion VND; Upgrading and expanding National Highway 15A, section Km 301+500-Km 333+200 in Nghe An Province with a total investment of 721.6 billion VND, estimated to be implemented in the period of 17.1 billion VND; Road D4 in the Southeast Nghe An Economic Zone with a total investment of 627.3 billion VND, estimated implementation of 23.7 billion VND; The component project of investment in construction of the Nghi Son (Thanh Hoa) - Dien Chau (Nghe An) section of the project of several expressway sections with a total investment of 362.7 billion VND, estimated implementation of 12.7 billion VND;...

The last months of the year are the "sprint" period for all levels, sectors, units and localities to complete the targets and plans for disbursing public investment capital. Mr. Pham Hong Quang, Director of the Department of Planning and Investment of Nghe An province, said that as of August 2023, many units and investors have disbursed over 50% of the public investment capital plan, including 4 districts: Nam Dan (66.39%), Tan Ky (61.23%), Do Luong (56.57%), Thanh Chuong (51.35%); and 20 investor units (outside the district).

Nghe An province has identified public investment disbursement as one of the key political tasks of 2023. Therefore, the province has implemented many specific measures, including resolutely adjusting and transferring capital plans for projects and investors with slow disbursement.

Resolutely implementing capital transfers and adjustments, in July, the leaders of the Provincial People's Committee and Provincial People's Council adjusted down the 2023 public investment plan from the local budget for 6 projects with a total capital of 74,347 billion VND.

The above 74 billion VND was additionally poured into 3 projects including: the Vinh - Cua Lo connecting road (phase 2) was increased by 48,347 billion VND, bringing the total local budget public investment capital for this project in 2023 to 98,347 billion VND; Do Cung Bridge across Lam River, Thanh Chuong District was supplemented with 15 billion VND, thus, the total local budget public investment capital for this project in 2023 reached 70 billion VND. The remaining 11 billion VND was allocated for the renovation and repair of provincial road 539C, section Km7 - Km16+50.

In the coming time, the Department of Planning and Investment will continue to review and evaluate the disbursement capacity of each project to advise on capital adjustment. For cases of adjustment under the authority of the Provincial People's Committee, it will advise on adjustment as soon as necessary. For cases of adjustment under the authority of the Provincial People's Council, from September 2023, it will continuously review monthly, report to the Provincial People's Council to organize thematic meetings to make timely adjustments, contributing to speeding up the capital disbursement progress.

Inheriting and promoting the achieved results and with the efforts of the entire political system, Nghe An hopes to successfully implement the proposed plans, gradually completing key projects and works that will bring new vitality and a new look to the local development./.
