Strengthening the disbursement of public investment capital in 2024 and speeding up the implementation of public investment projects

The Provincial General Hospital project still has a lot of work to be completed in 2025 according to the Prime Minister's direction.

According to the report of the Department of Planning and Investment, up to now, the disbursement rate of public investment capital in 2024 of the province has only reached 43.3%, not meeting the set requirements. In particular, the capital in 2023 is allowed to extend the implementation period and disbursement in 2024 has only reached 45.3%, with over 194 billion VND yet to be disbursed. According to regulations, this capital source can only be disbursed until December 31, 2024, after which the budget will be withdrawn and canceled.

In addition, the progress of public investment projects in the province is still slow, especially the province's key projects. In particular, the Tuyen Quang - Ha Giang Expressway project (phase 1), the section through Tuyen Quang province, and the Provincial General Hospital project still have a lot of work to complete in 2025 according to the direction of the Prime Minister.

To ensure the target of disbursing public investment capital in 2024 reaches over 95% and completing projects according to the set schedule, the Chairman of the Provincial People's Committee requests Directors of Departments, branches and sectors; Heads of relevant agencies and units; Chairmen of People's Committees of districts and cities; Directors of the Provincial Traffic Construction Investment Project Management Board and construction investors to urgently and seriously grasp and implement the following contents:

Identifying the disbursement of public investment capital as one of the top political tasks of the unit with the motto "only discuss, not discuss". In organizing the implementation of tasks, it is necessary to thoroughly grasp the spirit of "eating quickly, sleeping urgently", "working throughout holidays and Tet" to promptly remove bottlenecks and obstacles in organizing and implementing projects. Strengthen monitoring, inspection, supervision to resolve difficulties and obstacles to speed up the disbursement progress.

Actively coordinate closely in the process of organizing the implementation of assigned tasks, closely coordinate with investors to focus highly, speed up the progress of resolving and completing as quickly as possible the tasks related to the field of the agency or unit under its management according to its authority.

Investors, contractors, and supervision consultants review and re-establish construction progress, increase human resources, materials, and construction equipment with the spirit of "3 shifts, 4 shifts", "eat quickly, sleep quickly" determined to complete the project on schedule. Timely acceptance and payment of completed volume to disburse public investment capital, especially focusing on labor safety.

Tuyen Quang State Treasury proactively coordinates and guides state budget spending units and investors in comparing data, completing payment records, and recovering advances; at the same time, consider and increase the arrangement of officials and civil servants to control state budget expenditures, receive and process payment records to meet the disbursement of public investment capital in 2024 according to regulations.

The Department of Planning and Investment strictly performs its duties as the Standing Agency of the Working Group to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital of the province established in Decision No. 334/QD/UBND dated April 4, 2024 of the Chairman of the Provincial People's Committee.

The Tuyen Quang District and City Party Committees should focus more and more on leadership to ensure unity, consistency, timeliness and effectiveness in order to accelerate the construction progress of projects and promote the disbursement of public investment capital in 2024 in the area. Direct the People's Committees of districts and cities and political and social organizations, relevant agencies and units to carry out site clearance well; mobilize local people to comply with State regulations, agree, support and create conditions for site clearance and handover to construction units to complete the project on schedule.

Requesting Directors of Departments, branches and sectors; Heads of relevant agencies and units; Chairmen of People's Committees of districts and cities; investors in construction works to strictly and effectively implement assigned tasks and take full responsibility before the Provincial People's Committee for the progress and quality of public investment projects and disbursement results in 2024 monitored and managed by their agencies and units.

In the process of implementation, relevant agencies, units and localities must strengthen leadership, direction, inspection, examination and supervision to promptly detect violations and shortcomings (if any) and strictly handle them according to the provisions of law; absolutely do not allow corruption, negativity, waste and loss of State assets. Timely advise and propose to the Provincial People's Committee to resolve related issues under the authority of the Provincial People's Committee and the Chairman of the Provincial People's Committee in accordance with the provisions of law.
