Promoting emissions reduction in the cooling sector

The information was given at the 2nd Consultation Workshop “In-depth research and survey to develop a national green cooling program”, organized by the United Nations Office for Project Services (UNOPS) in collaboration with the Southeast Asia Energy Transition Partnership (ETP).

Sharing the current status of the cooling industry in Vietnam, Mr. Nguyen Tien Hai, representative of the expert group, said: Vietnam has 7 cooling sub-sectors, including: Civil and commercial air conditioning; Central air conditioning and Chillers; Air conditioning in transport; Civil refrigeration; Commercial refrigeration; Industrial refrigeration; Transport refrigeration. Of which, the civil and commercial air conditioning sub-sector currently accounts for 37% of total energy consumption, 36% of GHG emissions of the whole industry. This is also the fastest growing sub-sector in the cooling sector.

Studies show that Vietnam is experiencing rapid urbanization and economic growth, leading to an increasing demand for cooling. However, the cooling sector is also a major source of energy consumption and greenhouse gas emissions. The National Green Cooling Action Plan (NGCAP) will help address these challenges, by promoting harmonized policies that support both active and passive cooling. This includes setting energy standards, urban cooling planning/schemes, and providing financial support for future cooling projects. Effective implementation of these solutions will help Vietnam achieve higher energy efficiency, reduce energy demand, take advantage of natural cooling, and reduce energy supply to ensure its commitment to reduce GHG emissions towards the target of net zero emissions by 2050.

The representative of the Southeast Asia Energy Transition Partnership Program said that in Vietnam's Nationally Determined Contribution (NDC) Report, refrigeration is an irreplaceable sector that contributes to the implementation of the GHG emission reduction target. On that basis, the United Nations Project Services Office and the Department of Climate Change (Ministry of Natural Resources and Environment) have identified the development and implementation of the National Green Cooling Program as one of the key cooperation activities through the ETP, aiming at the goal of efficient energy use and greenhouse gas emission reduction in Vietnam. This technical assistance activity is to provide information and make recommendations to the Department of Climate Change in designing and implementing the National Green Cooling Program of Vietnam.

The contents of the National Green Cooling Program need to be integrated into national development policies, strategies on climate change, ozone layer protection and take into account international commitments. Thereby, helping Vietnam implement the commitments of a party to international agreements on ozone layer protection, including the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer, the Kigali Amendment on phasing out the production and consumption of refrigerants with high global warming potential (such as HFCs, HCFCs). This activity also directly contributes to the implementation of Vietnam's policies on combating climate change and eliminating ozone layer-depleting substances.

International experts share experiences in building green cooling programs around the world

Ms. Nguyen Dang Thu Cuc, Deputy Head of the Department of Greenhouse Gas Emission Reduction and Ozone Layer Protection (Department of Climate Change) shared that the results of the research activities will provide necessary data for the Ministry of Natural Resources and Environment to use in the process of developing a Management Plan for the Elimination of Substances That Deplete the Ozone Layer and Controlled Substances that Cause the Greenhouse Effect, and submit it to the Prime Minister for consideration and promulgation in 2023.

The plan is very important, serving as a basis for implementing the Montreal Protocol and contributing to the national effort to achieve the goal of net zero emissions by 2050. The plan will include solutions for environmental management, equipment management, increasing minimum energy efficiency, passive cooling, etc. Technical support also provides additional basis for completing related legal documents.

At the Workshop, the research team shared the contents of the proposal to develop a National Cooling Plan; assessment of the current status and forecast of growth in the cooling sector in the period 2022-2050; international experience in developing a National Green Cooling Program in Vietnam; strategic solutions for passive cooling... Around these contents, the delegates discussed together to contribute to completing the draft Program.
