On November 18 (local time), within the framework of the G20 Summit in Rio de Janeiro, Brazil, Prime Minister Pham Minh Chinh had many meetings and frank and positive exchanges with leaders of Malaysia, the UK, Italy, Türkiye, Portugal, Mexico, Paraguay, South Africa, Nigeria, Angola, Tanzania, Qatar and Saudi Arabia.
All countries highly appreciate Vietnam's socio-economic development achievements; attach importance to and are ready to closely coordinate with Vietnam in areas of mutual interest.
With Malaysian Prime Minister Anwar Ibrahim, the two sides discussed many measures to expand cooperation in the fields of energy and offshore wind power production.
Prime Minister Pham Minh Chinh and British Prime Minister Keir Starmer agreed that the two countries need to focus on exchanges, deepen the Vietnam - UK Strategic Partnership, and upgrade bilateral relations to a new level.
At the meeting with Italian Prime Minister Giorgia Meloni, the two sides agreed to increase exchanges and soon sign important cooperation frameworks such as the Vietnam - Italy Action Program 2024-2026.
Meeting with Portuguese Prime Minister Luis Montenegro, the two leaders agreed to facilitate and support each other to soon open representative offices in each country, creating a solid bridge for bilateral relations. The Portuguese Prime Minister happily accepted Prime Minister Pham Minh Chinh's invitation to visit Vietnam.
In a discussion with Turkish President Recep Tayyip Erdogan, the two leaders agreed to closely coordinate to unify the content and roadmap for upgrading relations to a Comprehensive Partnership; and to promote economic and trade relations to soon achieve the target of bilateral trade turnover of 4 billion USD.
At the meeting with Mexican President Claudia Sheinbaum Pardo, Prime Minister Pham Minh Chinh congratulated Ms. Claudia Sheinbaum Pardo on being trusted and chosen by the Mexican people to become the first female President of Mexico. The two sides assessed that there is still much room to improve the effectiveness of bilateral cooperation and need to maintain and strengthen cooperation through the mechanisms of the Joint Committee on Economic, Trade and Investment Cooperation and political consultation between the two Ministries of Foreign Affairs.
During the meeting with Paraguayan President Santiago Pena, Prime Minister Pham Minh Chinh suggested that the two sides strengthen political and diplomatic exchanges, expand economic-trade cooperation, investment and people-to-people exchanges; promote negotiations on cooperation agreements/treaties between the two countries such as the Protection Agreement, and promote investment. The Prime Minister emphasized that Paraguay should continue to support the conclusion of the MERCOSUR bloc's internal assessment process to soon sign the Vietnam - MERCOSUR Free Trade Agreement.
Agreeing with the proposals of Prime Minister Pham Minh Chinh, the President of Paraguay affirmed that he always attaches importance to the relationship with Vietnam and is ready to act as a bridge to promote the relationship between Vietnam and MERCOSUR - the region with the world's leading food trade.
Meeting with South African President Cyril Ramaphosa, the two sides agreed to develop economic and trade cooperation substantially, striving to reach 2.5-3 billion USD in the 2026-2027 period. The South African President respectfully invited Prime Minister Pham Minh Chinh to attend the G20 Summit hosted by South Africa in 2025.
With Nigerian President Bola Ahmed Tinubu, both sides agreed that it is necessary to promote investment cooperation, soon sign important documents such as agreements on investment encouragement and protection, and double taxation avoidance...
In a discussion with Angolan President Joao Manuel Lourenco, the two leaders agreed to continue to coordinate and support each other at multilateral forums, especially at the United Nations; Angola will facilitate some of Vietnam's key products such as agricultural products, food, consumer goods, textiles, footwear, etc. to access the Angolan market. The Prime Minister also expressed his willingness to support Angola in tripartite agricultural cooperation projects in Africa.
During the meeting with Tanzanian President Samia Suluhu Hassan, both sides expressed their appreciation for the traditional friendship between the two countries and the need to further promote bilateral visits. The Prime Minister affirmed his welcome and readiness to support Tanzania in opening a diplomatic representative office in Vietnam soon.
At the meeting with the Prime Minister and Foreign Minister of Qatar Sheikh Mohamed bin Abdurahman Al Thani, the two sides agreed to actively coordinate to promote upgrading relations to Comprehensive Partnership, expanding cooperation in potential areas such as infrastructure, energy, agriculture, and Halal.
In a discussion with the Saudi Arabian Foreign Minister, Prime Minister Pham Minh Chinh said that the two countries need to actively strengthen economic and trade cooperation to match each side's advantages and potential. The Saudi Arabian Foreign Minister affirmed that Saudi Arabia always wants to promote bilateral relations and that Saudi Arabian businesses are very interested in a potential market like Vietnam, including the renewable energy sector.
