At the invitation of President of the Dominican Republic Luis Abinader Corona, Prime Minister Pham Minh Chinh paid an official visit to the Dominican Republic from November 19 to 21. On the morning of November 20 (local time), at the National Palace in the capital Santo Domingo, after a solemn welcoming ceremony, Prime Minister Pham Minh Chinh and President Luis Abinader Corona and high-ranking delegations of the two countries had talks.

In a friendly and open atmosphere, the two leaders affirmed the significance of the first high-level visit since Vietnam and the Dominican Republic established diplomatic relations (July 7, 2005), considering this a historical milestone and an important driving force to bring bilateral relations to a new stage of deeper and more practical development.

On behalf of the Government and people of Vietnam, Prime Minister Pham Minh Chinh thanked President Luis Abinader Corona for the warm welcome and hospitality given to the delegation.

The Prime Minister conveyed the sincere greetings of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to President Luis Abinader Corona and the invitations of key Vietnamese leaders to President Luis Abinader Corona to visit Vietnam in 2025, on the occasion of the two countries celebrating the 20th anniversary of diplomatic relations to jointly upgrade relations on the basis of the current good relations.

President Luis Abinader Corona happily accepted the invitation, the timing of the visit will be agreed through diplomatic channels.

At the meeting, Prime Minister Pham Minh Chinh highly appreciated the economic and social achievements of the Dominican Republic Government over the past two decades, especially maintaining the highest economic growth rate in the region.

For his part, President Luis Abinader Corona expressed his admiration for Vietnam's history of national liberation struggle in the 20th century, as well as the important achievements in all aspects that Vietnam has attained in nearly 40 years of Doi Moi.

The two sides expressed satisfaction with the positive development of bilateral friendship and cooperation, especially in the fields of politics-diplomacy, economy, trade and development cooperation, as well as cooperation and mutual support at multilateral forums.

The two leaders emphasized the significance and importance of preserving and promoting the value of the Ho Chi Minh Monument in the capital city of Santo Domingo and the Monument of Professor Juan Bosch, the first President of the democratic Dominican Republic, in the capital city of Hanoi, considering these symbols of solidarity and friendship between the two peoples.

Prime Minister Pham Minh Chinh and President Luis Abinader Corona agreed that the two sides need to further promote exchanges and contacts at high and all levels, through all channels of the Party, Government, National Assembly, local cooperation and people-to-people exchanges to consolidate the foundation of political relations, enhance mutual understanding, and create a solid foundation to expand and improve the effectiveness of bilateral cooperation.

The two leaders also said that it is necessary to continue to further improve the legal framework for bilateral cooperation, promote the effectiveness of the Political Consultation mechanism between the two Foreign Ministries, and soon organize the second Political Consultation session.

The two sides agreed to promote the expansion and deepening of bilateral cooperation in all fields, especially in economics, trade and investment, double taxation avoidance, agriculture, science and technology, innovation, digital transformation, green transformation, digital economy, telecommunications, renewable energy, security and crime prevention, sustainable tourism development, culture, education, environmental protection and climate change response, etc., and soon organize the first meeting of the Joint Committee on Economic, Trade and Industrial Cooperation.

Prime Minister Pham Minh Chinh suggested that the two sides soon negotiate a free trade agreement, an investment protection agreement, cultural cooperation, education, training, and general visa exemption.

President Luis Abinader Corona expressed his gratitude to the Vietnamese Ministry of Agriculture and Rural Development for recently providing the Dominican Republic with a very effective vaccine against African swine fever.

The two leaders emphasized the need and potential to expand business and investment cooperation between the two countries, especially in the fields of telecommunications, energy-oil and gas, construction, agriculture and tourism.

The two sides shared the need to strengthen trade and investment promotion activities, connect businesses, facilitate market access for the two countries' key export products, and use each country as a gateway to access the markets of the two regions of Southeast Asia and Latin America-Caribbean.

Prime Minister Pham Minh Chinh and President Luis Abinader Corona affirmed their commitment to promoting multilateralism, enhancing cooperation and mutual support at international organizations and multilateral forums of which both sides are members such as the United Nations, the World Trade Organization (WTO), the Non-Aligned Movement, the South-South Cooperation Framework, and the Forum for East Asia-Latin America Cooperation (FEALAC), for the benefit of the people of the two countries, contributing to peace, stability, cooperation and development in the two regions and the world.

Discussing regional and international issues of mutual concern, the two sides agreed to support the settlement of international disagreements and disputes by peaceful means, in compliance with international law, especially the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea.

At the end of the talks, Prime Minister Pham Minh Chinh and President Luis Abinader Corona held a joint press conference and issued the Vietnam-Dominican Republic Joint Statement, affirming the determination of the two governments and announcing the directions and measures agreed upon by both sides to further strengthen the solidarity, friendship and good cooperation between Vietnam and the Dominican Republic in the future.

The two leaders also witnessed the signing ceremony of a number of bilateral cooperation documents, including the Memorandum of Understanding on the establishment of the Joint Committee on promoting trade and technical cooperation, and the Memorandum of Understanding on training cooperation between the Diplomatic Academy of Vietnam and the Diplomatic Academy of the Dominican Republic (INESDYC).
