On the morning of December 2 local time, during his activities in the UAE, Prime Minister Pham Minh Chinh attended the Vietnam Business Forum with the theme "Mobilizing resources for green transformation".

The forum was jointly organized by the Ministry of Planning and Investment, the Embassy of Vietnam in the UAE, and the Global Wind Energy Council. Attending the forum were leaders of ministries and sectors of the two countries, along with 50 Vietnamese enterprises and 120 UAE and international enterprises.

Opinions at the Forum highly appreciated Vietnam's commitments and efforts in emission reduction and green transition since COP 26, the Prime Minister's activities at COP 28, especially the announcement of the Resource Mobilization Plan to implement the Political Declaration on the Establishment of the Just Energy Transition Partnership (JETP).

Delegates also highly appreciated Vietnam's great potential in renewable energy, wind power, solar power, Vietnam has the opportunity to become the center of the renewable energy supply chain; put forward proposals and initiatives to promote cooperation between Vietnam and partners, mobilize resources for green transformation, especially energy transformation, with the desire to accompany Vietnam to take advantage of potentials and opportunities for sustainable development in the coming time.

At the Forum, the business community was introduced to the potential and needs for investment and business cooperation of each side; leaders of Vietnamese ministries and branches answered questions of concern to the business community.

Speaking at the Forum, sharing about the fundamental factors for the business community to operate and develop effectively, stably, long-term and sustainably in Vietnam, Prime Minister Pham Minh Chinh said that Vietnam builds the country based on three main pillars: socialist democracy, socialist rule of law state, and socialist-oriented market economy.

Throughout that process, Vietnam takes people as the center, the subject, the goal, the driving force, and the resource for development; maximizes the intelligence, talent, qualities, and ethics of Vietnamese people; does not sacrifice progress, social justice, social security, and the environment in exchange for mere economic growth.

Vietnam pursues an independent, self-reliant, diversified, and multilateral foreign policy; is a good friend, a reliable partner, and a responsible member of the international community; builds an independent, self-reliant economy associated with proactive, active, and deep international integration; implements the "4 no's" defense policy; builds an advanced culture imbued with national identity; and develops culture on par with the economy, politics, and society.

Vietnam is focusing on three strategic breakthroughs, including a breakthrough in institutional construction and improvement; a breakthrough in infrastructure development, including transport infrastructure; a breakthrough in human resource development and administrative procedure reform. From there, there will be a transparent policy system, a smooth infrastructure system, and smart governance; contributing to improving competitiveness, reducing input costs, and compliance costs for businesses.

The Prime Minister assessed that since the COP 26 Conference, the world has undergone great and rapid changes, but the overall situation is more difficult and challenging than it is opportune and favorable. Vietnam has maintained macroeconomic stability, controlled inflation, promoted growth, and ensured major balances.

However, Vietnam is still a developing country, the economy is in transition, the economic scale is still modest, the starting point is low, the openness is high but the resilience is limited. Therefore, to make a green transition, it still needs cooperation and support from international partners in terms of capital with preferential interest rates, mobilizing diverse resources; advanced technology; human resource training; modern governance; building and perfecting institutions suitable to Vietnam's conditions and circumstances but favorable for businesses, investors, and creating development.

For its part, Vietnam is making efforts to continue building strategies, plans and schemes to maximize its potential for differentiation, outstanding opportunities and competitive advantages; perfecting institutions, mechanisms and policies; always being receptive and listening to opinions to remove difficulties and obstacles; and responding flexibly, promptly and effectively with policies.

The Prime Minister emphasized that green transformation, along with digital transformation and innovation, is an objective requirement, a strategic choice and a top priority for Vietnam to develop rapidly and sustainably, transforming the economy from brown to green. Vietnam focuses on and wishes to promote cooperation in these areas.

The Prime Minister asked businesses and investment funds to continue to consider Vietnam as a place to place their trust. Vietnam always creates favorable conditions and protects the legitimate rights and interests of investors in the spirit of harmonious benefits and shared risks.

On this occasion, the Prime Minister witnessed the signing ceremony of cooperation agreements between Vietnamese enterprises and international partners, including a memorandum of understanding between CT Group and partners on establishing and enhancing carbon credit transactions and reducing carbon emissions. Vietjet agreed to cooperate with the UAE's leading capital management company Novus Aviation Capital to establish an aircraft finance joint venture (which will initially provide finance for 15 new aircraft ordered by Vietjet and delivered from 2024), and signed an order for sustainable aviation fuel with SAF One (a fuel made from waste such as used cooking oil to reduce emissions).
