
The welcoming ceremony was solemnly held according to the protocol reserved for foreign heads of government on official visits to Vietnam.
This is Prime Minister Roman Golovchenko's first official visit to Vietnam since taking office in 2020, and also the first visit to Vietnam by the head of the Belarusian Government in the past 12 years.

After a warm handshake and hug, Prime Minister Pham Minh Chinh invited Prime Minister Roman Golovchenko to walk on the red carpet to the podium, where military bands played the national anthems of both countries. The two Prime Ministers reviewed the Guard of Honor of the Vietnam People's Army. The two Prime Ministers introduced to each other the members of the high-ranking delegations of the two countries attending the welcoming ceremony.
After the official welcoming ceremony, the two Prime Ministers moved to the Government headquarters to hold talks. There, the two Prime Ministers and members of the high-ranking delegations of the two countries visited the photo exhibition on Vietnam-Belarus relations before entering the talks.

Prime Minister Roman Golovchenko's visit took place in the context of Vietnam-Belarus relations continuing to develop strongly in many areas. The two sides maintain regular delegation exchanges and contacts at all levels, especially at the high level; closely cooperate and support each other at the United Nations, the Non-Aligned Movement, and other international forums and organizations. Belarus supports Vietnam's candidacy for the United Nations Economic and Social Council, the International Law Commission, the Intergovernmental Committee for the 2003 Convention for the Safeguarding of Intangible Cultural Heritage, the United Nations Human Rights Council, etc. Vietnam is ready to act as a bridge to help Belarus strengthen multifaceted cooperation with ASEAN member countries.


In economic-trade and investment cooperation, Vietnam and Belarus have many complementary strengths. Vietnam exports to Belarus seafood, natural rubber, wooden furniture, textiles, footwear, rice, cashew nuts, peanuts, pepper, spices, tea, canned vegetables, pharmaceuticals, computers, etc. Belarus exports to Vietnam milk and dairy products, fertilizers, machinery, equipment, auto parts, tractors, trucks, chemicals, etc. Bilateral trade turnover in the first 9 months of 2023 reached 46.42 million USD and there is still much room for development.

Cooperation in the fields of defense, security, tourism, culture, education-training, people-to-people exchange, etc. has also been further promoted by both sides. Belarus has helped Vietnam train many highly qualified officials and experts. The two sides have established friendship and solidarity associations, thereby strengthening and developing the understanding and sharing between the people of the two countries.


Prime Minister Roman Golovchenko's visit affirms Belarus's policy of attaching importance to and wishing to promote relations with Vietnam. The visit also demonstrates Vietnam's respect for relations with traditional friends of the former Soviet Union, including Belarus, while affirming Vietnam's foreign policy of independence, self-reliance, peace, cooperation and development, diversification and multilateralization, continuing to deepen relations in the spirit of the 13th National Party Congress.
