Prime Minister Pham Minh Chinh speaks at the groundbreaking ceremony of the project.
The Dai Ngai Bridge construction investment project on National Highway 60 in Tra Vinh and Soc Trang provinces is identified as an important item in the above planning. This is a group A project, a special-grade road traffic project, with an investment capital of 7,962 billion VND from the State budget, invested by Project Management Board 85 of the Ministry of Transport. The project has a total length of more than 15 km, starting at the intersection of National Highway 54 (Hung Hoa commune, Tieu Can district, Tra Vinh province); ending at the intersection of Nam Song Hau National Highway (Long Duc commune, Long Phu district, Soc Trang province).
The project includes 2 main bridges that have been fully invested with 4 lanes. Of which, Dai Ngai 1 bridge over Dinh An channel is more than 2.5 km long and 19 m wide. The main cable-stayed bridge has 2 towers 110 m high (from the bridge deck), main span 450 m, the second largest in Vietnam, after Can Tho bridge and equal to Vam Cong bridge. Dai Ngai 2 bridge is 862 m long, balanced cantilever over Tran De channel, bridge deck is 17.5 m wide. The approach roads on both sides of the bridge invested in phase 1 are 12 m wide, 2 lanes, design speed 80 km/h, later will be completed with 4 lanes.
The site clearance work is divided into a separate sub-project organized by the People's Committees of Tra Vinh and Soc Trang provinces with a total cost of compensation, support and resettlement of about 446 billion VND. The project is expected to be completed in 2026. This is the third cable-stayed bridge across the Hau River, after Can Tho and Vam Cong bridges. When completed, Dai Ngai bridge, together with Rach Mieu, Ham Luong and Co Chien bridges, will help to keep National Highway 60 open.
The specific goal when the project is completed is to improve the transport capacity of the Mekong Delta region, create convenient traffic connections between the southern coastal provinces and Ho Chi Minh City, shorten travel time, reduce freight transport costs, expand trade and break the monopoly of National Highway 1A, shortening about 80 km compared to National Highway 1A when traveling from Ca Mau, Soc Trang, Bac Lieu to Ho Chi Minh City. The project also plays an important role in ensuring national defense and security of the southern coastal region.

Speaking at the groundbreaking ceremony of the project, Prime Minister Pham Minh Chinh once again emphasized the special attention of the Party and State to the development of transport infrastructure and the development of six socio-economic regions, including the Mekong Delta.
In recent times, transport infrastructure projects have been promoted synchronously and systematically. Every project has its difficulties and obstacles, but they are all implemented with high determination, new ways of doing things in a more effective and economical direction, and increased inspection and supervision to combat corruption, negativity and waste.
The construction of Dai Ngai Bridge is of great significance in implementing the Party and State's guidelines and policies on strategic breakthroughs in infrastructure as well as regional development.
According to the Prime Minister, the Mekong Delta region is fertile, rich in potential, rich in culture and identity, and has a strategic role and significance in ensuring food security and sustainable development of the Mekong sub-region. However, transport infrastructure remains a weak point of the region, requiring focused and key solutions.
The Prime Minister affirmed that it is necessary to develop all 5 types of transportation in the Mekong Delta. In this term, we will focus on promoting the construction of the vertical expressway (Trung Luong-My Thuan-Ca Mau) and the horizontal East-West route in the region. Many belt roads, national highways, provincial roads, and many new bridges are being built. Along with that, the planning of inland waterway infrastructure and planning of seaports in the Mekong Delta are available. To continue exploiting the advantages of the region's rivers, in the coming time, we will focus on building a number of large seaports and inland port systems.
Regarding resources, the Prime Minister requested to promote the spirit of self-reliance, self-improvement, turning nothing into something, turning the impossible into possible. We must always innovate our thinking, ways of thinking and doing, have a strategic vision to create resources; innovate the way of organizing and implementing to create new motivation. Resources originate from the people, we must use public investment to lead private investment, and activate all resources of society.
On this occasion, the Prime Minister requested the Ministry of Finance to make more efforts, cut down procedures to take advantage of foreign loans, identify key points to do things quickly, promptly and effectively.
Regarding the Dai Ngai Bridge project, Prime Minister Pham Minh Chinh highly appreciated the Ministry of Transport and relevant ministries and branches for their drastic direction and effective measures to speed up the preparation progress for project implementation (shortening it by 11 months).
The Prime Minister emphasized the special attention of the Party and State to the development of transport infrastructure and the development of 6 socio-economic regions, including the Mekong Delta.
The Prime Minister commended the Project Management Board 85 and relevant agencies of the Ministry of Transport for closely following the field, closely coordinating with the Party Committees and authorities of Tra Vinh and Soc Trang provinces to urge and resolutely direct the site clearance work and proactively research, advise and propose synchronous solutions to promptly complete the procedures according to regulations.
The Prime Minister also acknowledged, commended and thanked the people of Tra Vinh and Soc Trang provinces for giving up their land and houses to serve site clearance for the project.
The Prime Minister affirmed that the groundbreaking ceremony is just the beginning. There is still a lot of work to be done to complete the project, the task is still very heavy and there will certainly be many difficulties and obstacles in the implementation process.
The Prime Minister requested to make efforts to exceed the schedule, striving to complete the project in 2025. The spirit is that the ideology must be clear, the determination must be higher, the efforts must be greater, the focus must be determined, each task must be completed with a very high sense of responsibility to "overcome the sun and win the rain", overcome all difficulties, even sudden and unexpected. Along with ensuring the progress, the project must ensure quality, technique, aesthetics, safety, and environmental sanitation; not allowing corruption, negativity, and waste to occur, causing loss of state assets.
The Dai Ngai Bridge project has a total length of more than 15 km, helping to shorten about 80 km compared to National Highway 1A when traveling from Ca Mau, Soc Trang, Bac Lieu to Ho Chi Minh City.
To achieve the above goal, the Ministry of Transport resolutely directs, strengthens inspection and supervision, requires the Project Management Board, supervision consultants and contractors to promote the highest sense of responsibility, develop scientific, detailed and appropriate construction plans and methods, concentrate human resources and modern machinery and equipment for construction, "harmonize benefits and share risks". The Prime Minister also requested the Ministry of Transport to exercise the authority and responsibility of the investment decision maker according to current regulations in organizing project implementation.
The Prime Minister requested relevant central ministries, branches, the People's Committees of Tra Vinh and Soc Trang provinces to coordinate with the Ministry of Transport to continue creating favorable conditions, promptly removing difficulties and obstacles, ensuring security and order for the Project Management Board and contractors to carry out construction.
The Prime Minister requested the Ministry of Natural Resources and Environment to strengthen inspection and supervision of ensuring materials for projects; provinces in the Mekong Delta region with construction material mines must prioritize the supply of sand for projects, and grant construction material mine exploitation licenses to project contractors quickly, conveniently, and in accordance with legal regulations.
The People's Committees of Tra Vinh and Soc Trang provinces continue to implement compensation, support and resettlement work according to regulations; promptly hand over 100% of the project area in 2023. In particular, special attention is paid to resettlement work, supporting stable production, ensuring livelihoods for people in the new place, having new jobs equal to and better than the old place; must definitely ensure the legitimate and legal rights and interests of the people, and strictly handle violations.
The Prime Minister requested that each individual participating in the project should raise their sense of responsibility for their work, for the people, and for the country; renew their thinking, way of thinking, and way of doing things to complete their tasks well.
