The Prime Minister issued an Official Dispatch on drastic and synchronous implementation of solutions to prevent and control African Swine Fever.

On November 16, the Prime Minister issued Official Dispatch No. 1097/CD-TTg to ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities on the drastic and synchronous implementation of solutions to prevent and control African swine fever.

The dispatch stated: According to the report of the Ministry of Agriculture and Rural Development, since the beginning of the year, the whole country has had over 530 outbreaks of African Swine Fever, forcing the destruction of over 20,000 pigs in 44 provinces and cities, especially in the provinces of Lang Son, Cao Bang, Son La, Quang Binh, Dak Lak, etc.; the epidemic has been on the rise since August in many provinces and cities, especially in localities with large herds, negatively affecting the pig farming industry and ensuring food supply.

To prevent, combat and control African Swine Fever promptly and effectively, ensuring pork supply in the coming time, especially during the Lunar New Year 2024, the Prime Minister requests:

Chairmen of People's Committees of provinces and centrally-run cities focus on directing and organizing drastic, synchronous and effective implementation of measures to prevent and control African Swine Fever in accordance with the direction of the Secretariat, the National Assembly, the Government and the Prime Minister (including the National Plan for Prevention and Control of African Swine Fever for the period 2020 - 2025 issued together with Decision No. 972/QD-TTg dated July 7, 2020 of the Prime Minister) and instructions of the Ministry of Agriculture and Rural Development, focusing on a number of tasks:

Directly direct and mobilize local resources to organize the complete handling of outbreaks, not allowing new outbreaks to arise; organize the disposal of sick pigs, suspected sick pigs, and dead pigs; proactively implement policies to support farmers affected by epidemics in accordance with the law; promptly detect, prevent, and strictly handle cases of buying, selling, transporting sick pigs, and dumping dead pigs that spread disease and pollute the environment;

Instruct livestock farmers to increase the application of hygiene and disinfection measures using lime powder and chemicals in livestock barns and surrounding areas at high risk; promote biosafety livestock farming, build disease-free livestock facilities and areas;

Urgently review and organize vaccination against dangerous infectious diseases in pigs such as (Foot and Mouth Disease, Blue Ear Disease, especially African Swine Fever vaccine for pigs) in localities that have had or are having epidemics, at high risk, including pigs that have been vaccinated but have run out or are about to run out of immunity, ensuring the rate reaches over 80% of the total herd at the time of vaccination;

Direct the Department of Agriculture and Rural Development and People's Committees at all levels to establish working groups to organize inspections and urge the work of preventing and controlling animal diseases; build disease-free livestock farming chains and areas;

Implement a full, timely, and accurate reporting regime of data on the online animal disease reporting system (VAHIS); strictly handle cases of hiding epidemics and slow reporting that lead to the spread of epidemics;

Strengthen information and propaganda in many forms about the dangerous nature of African Swine Fever, the risk of disease recurrence and spread, disease prevention measures and the use of vaccines for pork herds according to the instructions of the Ministry of Agriculture and Rural Development;

The Ministry of Agriculture and Rural Development shall preside over and coordinate with ministries, branches and localities to focus on directing, organizing, guiding, urging and inspecting the prevention and control of African Swine Fever; proactively and closely monitor the epidemic situation, ensure early detection, warning and direct thorough handling of outbreaks, and prevent the disease from spreading widely;

Direct veterinary forces at the facility to closely follow the area, proactively guide farmers to regularly monitor pig herds, apply biosafety measures in livestock farming; clean and disinfect with lime powder and chemicals; promote the construction of disease-free livestock facilities and areas;

Continue to proactively coordinate with international organizations and countries in sharing and supporting Vietnam in disease prevention and control, research and production of African Swine Fever vaccine for sows, boars, breeding pigs, etc.

The Ministry of Industry and Trade directs market management forces and relevant units to coordinate with veterinary forces, police, and traffic inspectors to handle cases of trading and transporting pigs and pig products of unknown origin that have not been quarantined in the market to prevent African swine fever and other animal diseases.

The Ministry of Information and Communications directs central and local press agencies to step up propaganda on disease prevention measures so that people do not panic and proactively apply disease prevention measures according to the instructions of specialized agencies.

Relevant ministries, branches and members of the National Steering Committee for African Swine Fever Prevention and Control, according to their assigned functions and tasks, proactively direct specialized functional agencies to coordinate to implement drastic measures to prevent and control the disease.

Request ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities to strictly implement this Official Dispatch.
