The proposed plan is to merge the Ministry of Planning and Investment and the Ministry of Finance; merge the Ministry of Transport and the Ministry of Construction. The Ministry of Information and Communications will merge with the Ministry of Science and Technology to perform the task of state management of science and technology, digital transformation, etc. In addition, some other tasks of the Ministry of Information and Communications will be transferred to the Ministry of Culture, Sports and Tourism; the Ministry of Education and Training and related agencies. The Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development will merge to perform the task of state management of agriculture, natural resources and environment, transferring some other tasks to related ministries and agencies. The Politburo also proposed a plan to end the operation of the Ministry of Labor, War Invalids and Social Affairs, transferring tasks to: the Ministry of Home Affairs, the Ministry of Education and Training, the Ethnic Committee, and related agencies. The Politburo proposed to end the operation of the State Capital Management Committee at enterprises, transferring its tasks to the Ministry of Finance, specialized ministries and related agencies. The plan to streamline the Government apparatus also proposes to end the operation of the Vietnam National Financial Supervision Committee, transferring its tasks to the Ministry of Finance, the State Bank and related agencies. The Government Committee for Religious Affairs is expected to transfer it to the Ethnic Committee, establishing the Ethnic - Religious Committee. At the same time, research and propose to arrange 2 Academies of Sciences and 2 National Universities to ensure efficiency, promote research and training tasks; research and arrange the National Academy of Public Administration in the direction of merging with the Ho Chi Minh National Academy of Politics. In addition to the arrangement and streamlining, this plan also requires focusing on building the Vietnam News Agency as a national news agency, the Voice of Vietnam as a national radio station, focusing on print, electronic and spoken newspapers (VOV) to carry out political tasks, with the State budget ensuring expenditure for activities. The research, construction and restructuring of Vietnam Television to ensure the good performance of the national television station's tasks and the establishment of appropriate specialized channels were also proposed, along with the research to continue to arrange the press agencies of ministries and branches. The plan to reorganize the Government's apparatus also mentioned reviewing all activities of the steering committees in the direction of ending their activities, only retaining the steering committees with necessary functions and tasks.
