Prime Minister: New vision needed to respond to climate change

Prime Minister Pham Minh Chinh spoke at the Climate Ambition Summit, proposing to establish a new vision for green development and net zero emissions.

Speaking at the Climate Ambition Summit at the United Nations headquarters on the morning of September 20 (the same night, Vietnam time), Prime Minister Pham Minh Chinh assessed that climate change continues to be the biggest global challenge, directly impacting and causing heavy losses to economic development, social security, and people's lives and health. The anger of nature with incidents such as subsidence, landslides, severe droughts and floods is a warning, calling on everyone to act urgently and more responsibly to minimize the increase in the Earth's temperature.

According to the Vietnamese government leader, addressing climate change requires a global and all-people approach, with breakthrough and comprehensive solutions. Countries must establish a new vision, mindset, determination, and take drastic actions for green development, net zero emissions; and accelerate the process of equitable and just green energy transition.

The Prime Minister called on developed countries and international organizations to actively support developing and underdeveloped countries in technology, finance, management and training of green human resources; build renewable energy industries and smart power transmission systems.

Prime Minister Pham Minh Chinh proposed building new-generation partnerships and promoting the mobilization of green finance for climate change in the form of public-private partnerships, with public investment leading private investment. He said that developed countries and international partners need to double their financing for adaptation activities by 2025 and put the Loss and Damage Fund into operation at COP28 as committed to support developing and least developed countries to overcome the consequences of climate change.

The global financial system also needs to continue to innovate comprehensively to increase the capacity to provide green finance, helping the world better respond to the major challenges of climate change. "Although being a developing country, still facing many difficulties, with the spirit of action for a green Earth, Vietnam is determined to fulfill its commitment to achieve zero net emissions by 2050," said Prime Minister Pham Minh Chinh.

He said that Vietnam is one of 30 countries that have submitted their Nationally Determined Contributions (NDCs) and one of the first three developing countries to join the Just Energy Transition Partnership (JETP). With the support of the international community, Vietnam can strive to rapidly reduce greenhouse gas emissions by 43.5% by 2030 and achieve a renewable energy ratio of more than 70% by 2050.

Vietnam is working with international partners to develop a Resource Mobilization Plan to be announced at COP28; hoping to make this partnership model a model, contributing to promoting the trend of equitable energy transition globally.

Speaking at the conference, leaders of countries and international organizations also expressed concern about the severe impacts of climate change, stating that responding to climate change is a shared responsibility, and the international community needs to act urgently and unite to solve it. Leaders of countries called for a gradual reduction in the use of fossil fuels, a fair green transition, balanced financing for adaptation, mitigation of greenhouse gas emissions, and reform of the global financial system.

The UN Secretary-General called on countries to set ambitious greenhouse gas emission reductions in line with the goal of keeping global temperature rise at 1.5 degrees Celsius. In particular, large emitters need to take the lead in reducing greenhouse gas emissions, developed countries need to achieve net zero emissions by 2040 at the latest, and large emerging economies by 2050. He emphasized that developed countries need to support developing countries in line with their shared responsibilities.

Prime Minister Pham Minh Chinh arrived in New York on the evening of September 19 to attend high-level meetings of the United Nations General Assembly after concluding his activities in San Francisco and Washington. The Prime Minister's six-day working trip to the US (September 17-23) took place right after US President Joe Biden's visit to Vietnam.
