2.1. Vehicle registration change documents
Documents to change vehicle registration (vehicle registration) include:
- Vehicle registration certificate.
- Vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA.

2.2. Procedure for changing vehicle registration certificate (vehicle registration card)
* Step 1: Vehicle owner declares vehicle registration
- Vehicle owners log in to the public service portal and are responsible for fully declaring the contents specified in the vehicle registration declaration, signing or signing, clearly stating their full name, and stamping (if they are agencies or organizations).
- After successfully declaring, the vehicle owner receives the online vehicle registration file code, the appointment schedule for processing the file notified by the public service portal via text message or email address to carry out vehicle registration procedures; provide the vehicle registration file code to the vehicle registration agency to carry out vehicle registration procedures according to regulations; in case it cannot be done on the public service portal, the vehicle owner shall declare the vehicle registration form directly at the vehicle registration agency.
* Step 2: Submit application
Vehicle owners come directly to the vehicle registration office according to the appointment schedule in Step 1 and submit documents and pay fees.
Note: In case of changing the car paint color, the car owner must bring the car to the vehicle registration office for inspection.
* Step 3: File processing
After checking the vehicle records to ensure they are valid, the vehicle registration authority will issue and exchange the vehicle registration certificate according to regulations.
Vehicle owners receive vehicle registration results at the vehicle registration office or from the public postal service.

3. How much is the fine for arbitrarily changing the color of a car?
- For motorcycles, motorbikes
Fines from VND 100,000 to VND 200,000 for individuals, from VND 200,000 to VND 400,000 for organizations that are owners of motorbikes, scooters and similar vehicles that arbitrarily change the paint color of the vehicle not in accordance with the Vehicle Registration Certificate.
- For cars:
Fines from VND 2,000,000 to VND 4,000,000 for individuals, from VND 4,000,000 to VND 8,000,000 for organizations that are owners of cars, tractors, specialized motorbikes and similar vehicles that arbitrarily change the paint color of the vehicle to a color different from the paint color stated in the Vehicle Registration Certificate.
In addition, owners of motorbikes, scooters and cars must also restore the paint color recorded in the Vehicle Registration Certificate according to regulations.
