Circular No. 28/2024/TT-BCA stipulates that from August 1, 2024, people will register their vehicles for the first time using the full online public service for domestically manufactured and assembled vehicles on the public service portal or national identification application.
Notably, vehicle owners will not have to go to the vehicle registration management agency to select a license plate, but can do this completely through the public service portal or the VNeID application.

According to the representative of the Traffic Police Department, the order and procedures for first-time vehicle registration using the full online public service for domestically manufactured and assembled vehicles are as follows:
Step 1: The vehicle owner is a Vietnamese citizen, prepares vehicle documents; takes a photo of the vehicle (taken from the front of the vehicle at a 45-degree angle, ensuring the vehicle model is clearly visible).
Then log in with your VNeID level 2 account on the public service portal or on this application, accurately, completely and honestly declare the contents according to the vehicle registration declaration form, upload a photo of the vehicle according to the instructions to submit online.
Step 2: Vehicle owner selects license plate (if there is already an identification plate or auction plate) or clicks on the license plate on the public service portal or on the VNeID application.
Step 3: The public service portal and VNeID notify the vehicle owner of the public service code and license plate number; provide instructions on how to pay the fee via text message, email or notification on the application so that the vehicle owner can pay the fee online.
Step 4: After successfully paying the fee, the system will notify the vehicle owner of the completion of the fee payment.
Step 5: Vehicle registration officer receives, checks, and corrects vehicle registration data from the public service system, VNeID transfers to the vehicle registration and management system. Prints vehicle registration declaration and vehicle registration certificate.
Next, submit to the competent authority for approval, sign the vehicle records, vehicle registration certificate, vehicle registration book and related documents; stamp the vehicle records; sign the vehicle registration certificate to return the vehicle registration results to the public service.
Step 6: The vehicle owner receives notification of the application result via text message, email or notification on VNeID. Submit the factory quality inspection certificate (with a copy of the engine number and frame number with the manufacturer's stamp) and receive the vehicle registration certificate and license plate by post.
Step 7: The vehicle registration officer receives the factory quality inspection certificate to check and compare it with the data on the vehicle registration and management system, signs to confirm the inspection and compare it with the vehicle's engine number and chassis number to save in the vehicle registration file.
Finally, scan the vehicle's engine number and chassis number (engine number and chassis number are printed on the factory quality inspection certificate) and upload them to the vehicle registration and management system.
