Deputy Minister of Education: Do not use cash to avoid overcharging

The Deputy Minister of Education said he would propose that the Government require all school fees to be non-cash, to avoid overcharging.

On the afternoon of September 9, at a Government press conference, Deputy Minister of Education and Training Hoang Minh Son said that the Ministry has issued full guidelines on fees collected by general schools. It is important that localities and schools strengthen inspections to avoid overcharging in any form.

"Moving forward, all school revenues will not be in cash, in order to overcome the situation of overcharging," said Mr. Son, adding that the Ministry will propose that the Government issue a legal document requiring this.

For universities, the Ministry of Education and Training does not directly manage the finances of each school, but only regulates the mechanism for collecting and managing tuition fees. Fees collected for services must be public, transparent to students, and in accordance with the law.

With 34 affiliated universities, the Ministry will strengthen inspection and examination.

"Any school that fails to fulfill its commitment will be punished," said Mr. Son.

Currently, public kindergartens and primary schools are allowed to collect tuition fees (except for primary schools) at the level decided by the local People's Council, and collect health insurance fees. In addition, schools can collect fees for two sessions a day, meals, care, hygiene, drinking water, uniforms, badges, etc.

According to statistics, schools are allowed to collect about 20 amounts of money. For each amount, localities set a ceiling, requiring schools to negotiate with parents, be open and transparent... For socialized amounts, schools mobilize on a voluntary basis, without equalization or coercion.

In June 2022, the Ministry of Education and Training instructed and required schools to coordinate with credit institutions, payment intermediaries and related units to collect tuition, admission fees and other fees online. However, this is not yet mandatory. Schools can still use many methods, including online payment or cash collection through the finance department and homeroom teachers.

The most widely applied locality is Ho Chi Minh City, parents of all schools pay tuition fees via the app.
