On the afternoon of April 28, the Ministry of Transport coordinated with Nghe An and Ha Tinh provinces to organize a ceremony to open and put into operation 30 km of the expressway from Dien Chau (National Highway 7 intersection, Dien Cat commune, Dien Chau district, Nghe An) to National Highway 46B intersection (Hung Tay commune, Hung Nguyen district, Nghe An).

The scale of this highway section has a 17 m wide roadbed with 4 lanes (2 lanes on each side), allowing cars to run at a maximum of 90 km/h, minimum of 60 km/h.
The Dien Chau - Bai Vot sub-project has a total length of 49.3 km, passing through Nghe An (44.4 km) and Ha Tinh (4.9 km) provinces with a total investment of VND 11,157 billion. The project started construction in May 2021, under the PPP form, by a consortium of Hoa Hiep Company Limited, CIENCO 4 Group Joint Stock Company, Nui Hong Investment Company Limited, Truong Son Construction Corporation, and VINA2 Investment and Construction Joint Stock Company.

The 30 km long Dien Chau - National Highway 46B section has been opened to traffic.
Up to now, this project, 19 km from National Highway 46B to Bai Vot, is still being actively constructed by contractors and is expected to be completed in September this year.
Thus, up to now, the North-South expressway has run from Phap Van expressway (Hanoi) to Vinh city (Nghe An) with a total length of 280 km. This expressway has shortened the time from Hanoi to Vinh city (Nghe An) from more than 5 hours if going by National Highway 1A to about 4 hours.
