On March 14, the inspection team of the Ministry of Education and Training worked with the Department of Education and Training of Thai Binh on the implementation of Circular 29 regulating extra teaching and learning.
Speaking at the meeting, Deputy Minister Pham Ngoc Thuong acknowledged and highly appreciated the consensus and determination of the Thai Binh Education sector in implementing Circular 29.
Emphasizing the viewpoint of "not banning extra teaching and learning according to regulations and effectively, but resolutely banning widespread extra teaching and learning", the Deputy Minister analyzed the consequences of widespread extra teaching and learning on students and teachers and the need for schools and teachers to fulfill their responsibilities.
“We cannot take the fact that students need to study and organize extra classes and collect money from them. Have teachers advised that children do not need extra classes, they just need to study on their own? It seems that there are still places that have not done so, have not fulfilled their responsibilities, so the situation of extra teaching and learning continues to be rampant,” the Deputy Minister shared.
Affirming the spirit of Circular 29 is to aim for good things for education and students, the Deputy Minister said that implementing Circular 29 well will return good values to education, from management to teaching and learning; bring great benefits to teachers and students; the regulations of the Circular will protect the dignity of the teaching profession and protect genuine teachers.
The Deputy Minister said that the viewpoint of the leaders of the Ministry of Education and Training is to move towards schools without extra teaching and learning. Students who need extra training, support, and review as stipulated in Circular 29 must also be seriously reviewed.
“For a long time, tutoring and extra learning have been considered daily activities. Children go to school all day to learn knowledge for 12 years, even when they go to university, they still depend on teachers and lack the spirit of self-awareness, self-control, self-study, and lack time for physical training and skills…”
The Deputy Minister also shared with teachers: "Teachers' happiness is as soon as possible so that students do not depend on them."
To effectively implement Circular 29, the Deputy Minister noted the need for unity, determination, and high consensus in implementation. In particular, education management levels need to fully understand the regulations and spirit of the Circular, see the immediate and long-term consequences of widespread extra teaching and learning, and act resolutely, without tolerance or compromise.
Referring to synchronous solutions to manage extra teaching and learning such as propaganda solutions, professional solutions, inspection and examination solutions, and improving the relationship between schools, families and society, the Deputy Minister suggested that the Department of Education and Training of Thai Binh Province soon advise the Provincial People's Committee to issue regulations on extra teaching and learning in the province; to implement Circular 29 in a unified, synchronous, responsible and effective manner.
"Absolutely do not loosen responsibility towards students, create the most favorable conditions for students and ensure the quality of education" - the Deputy Minister emphasized.
