Proposal to spend 116 trillion VND to universalize preschool education for 3 to 5 year olds

Continuing the meeting program, on the morning of April 17, the National Assembly Standing Committee gave opinions on the draft National Assembly Resolution on universalizing preschooleducation for preschool children from 3 to 5 years old.

Presenting the report, Minister of Education and Training Nguyen Kim Son said that the draft resolution sets out two specific policies.

In which, policy 1 gives preferential treatment to preschool children of universal age, ensuring the proportion of preschool-age children mobilized to preschool education facilities for nurturing, care and education; while policy 2 is for managers, teachers and staff.

According to Mr. Son, the budget requirement to implement policies for preschool children is 1,062 billion/year, of which, support for learning costs is 116.9 billion, lunch costs are 945 billion/year.

Regarding funding to support the recruitment of kindergarten teachers, the amount of funding needed from the State to attract teachers is 2,827.6 billion VND, and the funding to support managers, teachers, and staff to carry out the universalization task is 3,296.8 billion/year.

Regarding the budget for consolidating schools and classrooms, the Minister said that 24,228 preschool classrooms will be built, replacing temporary classrooms, temporary classrooms... with a capital need of about 26,651 billion VND;

At the same time, build enough additional classrooms and the number of students in each class must not exceed the regulations of each level of education: Build 25,412 preschool classrooms; with a capital need of about 27,953 billion VND...

“Thus, the total budget needed to implement universal education for children aged 3-5 in terms of facilities to ensure minimum conditions according to regulations (minimum standards) is 91,872.5 billion VND (implementation period 2026-2030),” said Mr. Son.

Huge financial and human resources

During the review, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that according to the Government 's proposal, to implement universal preschool education for children from 3 to 5 years old, the State must ensure huge financial and human resources.

According to calculations, the total estimated budget for universalizing preschool education for children aged 3 to 5 (2026-2030) is 116,314.1 billion VND. Of which, the total budget for investing in building schools, classrooms, adding equipment, supplies, and toys to ensure minimum conditions according to regulations is 91,872.5 billion VND.

“The Standing Committee believes that it is necessary to determine a roadmap for each school year in the 2026-2030 period. This roadmap needs to be stipulated in the Resolution to have a basis for planning to prepare conditions to ensure such as building schools and classrooms; funding for building schools and classrooms according to the annual project...”, Mr. Vinh said.

Regarding the preschool teaching staff, according to the impact assessment, the total number of positions still lacking by 2030 is expected to be 47,949. The number of positions that the Politburo has agreed to supplement in the 2022-2026 period is 26,522 positions/65,980 teacher positions. Thus, the number of positions that need to be supplemented in the 2026-2030 period is 21,427 positions.

The Standing Committee proposed to evaluate the number of preschool teachers, the ability to arrange staff; specifically determine the number of preschool teachers lacking and needing to be supplemented annually in accordance with the development roadmap of schools and classes.
