Traffic flow information to ensure safety for the State Funeral of the General Secretary

According to the traffic diversion plan, vehicles will be restricted from entering the central areas of Hanoi and Ho Chi Minh City before and during the national funeral.

Accordingly, based on the requirements for ensuring security and order for the national funeral, units and localities will deploy forces and means to organize traffic flow to limit vehicles entering the center of Hanoi before and during the national funeral.

Specifically, from 6:00 a.m. to 10:00 p.m. on July 25 and from 12:00 p.m. to 5:00 p.m. on July 26, all types of cars with a permitted tonnage of 10 tons or more, and passenger cars with 40 seats or more (except cars serving national funerals, cars with security badges, cars of the task force, passenger transport vehicles on fixed routes, sanitation vehicles and vehicles handling incidents) are temporarily banned from circulating on routes leading to the center of Hanoi, including:

Phap Van – Cau Gie Expressway (from Liem Tuyen intersection – to Phap Van), National Highway 1A (from National Highway 1A – towards Yen Lenh bridge to National Highway 1A – Ngoc Hoi), National Highway 5 (from National Highway 5 – National Highway 1A to Nguyen Van Linh – Nguyen Van Cu intersection), National Highway 1A (from National Highway 5 – National Highway 1A to National Highway 1A – National Highway 18), National Highway 3 (from National Highway 3 – Bac Phu intersection to National Highway 3 – Hanoi – Thai Nguyen Expressway), National Highway 2 (from Vo Van Kiet – National Highway 2 to National Highway 2 – Hanoi – Lao Cai Expressway), National Highway 6 (from National Highway 6 – Xuan Mai intersection to Quang Trung – National Highway 6), Vietnam Ethnic Culture Village Road (from Cultural Village Road – Hanoi – Hoa Binh Expressway to Thang Long Avenue – Quoc Highway 21A), National Highway 32 (section from National Highway 32 - Son Tay intersection to National Highway 32 - Ho Tung Mau).

Traffic diversion route temporarily banned

Vehicles from Hai Phong, Hai Duong to Ha Nam, Ninh Binh, Nam Dinh provinces via National Highway 5, or Hanoi - Hai Phong expressway to Phap Van - Cau Gie expressway via Thanh Tri bridge to Phap Van intersection to Phap Van - Cau Gie expressway, or to Hung Yen → Yen Lenh bridge (or Hung Ha bridge road) to Phap Van - Cau Gie expressway and vice versa.

Vehicles from Hai Phong, Hai Duong, Hung Yen to Thai Nguyen, Vinh Phuc, Bac Ninh and Bac Giang provinces via National Highway 5 or Hanoi - Hai Phong Expressway, take National Highway 1A via Phu Dong Bridge to Ninh Hiep intersection, take Hanoi - Thai Nguyen Expressway or National Highway 1A and vice versa.

Vehicles from Bac Ninh, Lang Son, Bac Giang, Quang Ninh, Hai Duong to Thai Nguyen and Vinh Phuc provinces from National Highway 1A to National Highway 18 → Vo Nguyen Giap → Vo Van Kiet → National Highway 2 or from National Highway 1A to Ninh Hiep intersection to Hanoi - Thai Nguyen expressway to Thai Nguyen, or turn onto National Highway 2 to Vinh Phuc and vice versa.

Vehicles from Vinh Phuc, Phu Tho to Ha Nam, Nam Dinh, Ninh Binh and Hoa Binh via Dong Quang and Vinh Thinh bridges → National Highway 32 → National Highway 21 → Vietnam Ethnic Culture Village road → Hanoi - Hoa Binh expressway and National Highway 21A → Provincial Road 424 → National Highway 21B → National Highway 1A to Ha Nam, Ninh Binh, Nam Dinh provinces and vice versa.

The police also announced traffic diversion when congestion occurred in Hanoi area.

Accordingly, during the national funeral, if Hanoi experiences prolonged and serious traffic congestion at the gateway routes, depending on the severity, temporary traffic diversion will be made at the following points and intersections: Phap Van - Cau Gie - Ninh Binh route and National Highway 1A from Hanoi to Ninh Binh, Thanh Hoa and vice versa: at Vuc Vong (if traveling along Cau Gie - Ninh Binh expressway) or Dong Van (if traveling along National Highway 1A) in Ha Nam province.

Vehicles from the South to the Northeastern and Northern provinces and vice versa: Turn right on National Highway 38 → Yen Lenh Bridge (Hung Yen City) → National Highway 39 → Pho Noi → National Highway 5 or follow the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway → Hanoi - Hai Phong Expressway, turn right to Hai Duong, Hai Phong, Quang Ninh provinces; turn left to Ring Road 3 to Bac Ninh, Bac Giang, Lang Son, Thai Nguyen provinces...

Vehicles from the South to the Northwestern and Northern provinces and vice versa: Turn left onto National Highway 38 → National Highway 21B → National Highway 21A (Ho Chi Minh Road) to the provinces of Hoa Binh, Son La, Phu Tho, Vinh Phuc... or follow Provincial Road 429 → CIENCO 5 → National Highway 70 (Hanoi).

At Liem Tuyen (Ha Nam province): vehicles from the South to Hanoi, the Northeastern provinces and vice versa: Turn right onto National Highway 21B (Km70) → the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway through Hung Yen province following the route specified at point 1.1.1 to the provinces of Thai Binh, Hai Duong, Hai Phong, Quang Ninh, Bac Ninh, Bac Giang, Lang Son, Thai Nguyen; vehicles from the South to Hanoi, the Northwestern provinces and vice versa: Turn left onto Phu Ly city bypass or follow National Highway 1A to Dong Van intersection (Ha Nam) following the route specified at point 1.1.2 to the provinces and cities: Hanoi, Hoa Binh, Son La, Phu Tho, Vinh Phuc...

At Cao Bo (Nam Dinh province): Vehicles from the South to Hanoi, the Northeastern provinces and vice versa: Turn right on National Highway 10 to Nam Dinh → National Highway 21B (or National Highway 21) to Ha Nam, Hanoi and from National Highway 21B (Ha Nam) → Provincial Road 499 (the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway) through Hung Ha bridge in the direction of the route at point 1.1.1.

Vehicles from the South to Hanoi, the Northwestern provinces and vice versa: Turn left on National Highway 38B through Ninh Binh city, follow National Highway 1A to Dong Van intersection (Ha Nam), or take the Ninh Binh city bypass following the route at point 1.2.2 to the provinces of Hoa Binh, Son La, Phu Tho, Vinh Phuc...

National Highway 32 traffic flow: Vehicles from Phu Tho and Vinh Phuc provinces going to the Northwestern or Southern provinces: Go to the intersection of National Highway 32 - Trung Ha bridge or Vinh Thinh bridge (in Duong Lam, Son Tay town) → turn right to National Highway 21A (through the intersection of National Highway 21A - Thang Long Boulevard) → Xuan Mai → onto Ho Chi Minh road or to the intersection of Thang Long Boulevard - National Highway 21A → Thang Long Boulevard → Le Trong Tan → Phuc La - Van Phu → Cau Buu → Phan Trong Tue → Ngoc Hoi → National Highway 1A → go to the Southern provinces and vice versa.

Noi Bai - Lao Cai Expressway and National Highway 2A traffic diversion: Vehicles from Yen Bai and Phu Tho provinces to the Northeastern provinces (Bac Ninh, Hai Duong, Hung Yen) and vice versa: at IC6 Interchange (Van Quan): IC6 Interchange → Provincial Road 305C → National Highway 2 → National Highway 2A → Vo Van Kiet → National Highway 5.

At IC3 Interchange (Binh Xuyen): IC3 Interchange → Provincial Road 310B → National Highway 2A → Vo Van Kiet → National Highway 5. Vehicles from National Highway 2A follow the main road of Me Linh urban area (or National Highway 23) → Vo Van Kiet → Hoang Sa → Truong Sa → Dong Tru Bridge (National Highway 5) → Ly Son → Nguyen Van Linh and vice versa.

Vehicles from Yen Bai and Phu Tho provinces to the Northwestern provinces (Son La and Hoa Binh) and vice versa: at IC 8 (Viet Tri intersection): Lac Long Quan → Van Lang bridge → Trung Ha bridge → National Highway 32. At IC 4: Vinh Yen city → Vinh Thinh bridge. From National Highway 2 → National Highway 2C (via Vinh Thinh bridge) → National Highway 32 → National Highway 21A to the intersection of National Highway 21A with Hoa Lac - Hoa Binh road (CT08), turn right or through Xuan Mai town intersection, turn right to go to the Northwestern provinces.

Vehicles from National Highway 21A to Xuan Mai town intersection go straight to Ho Chi Minh road to the southern provinces.

Hanoi – Thai Nguyen Expressway and National Highway 3 separate traffic: Vehicles on National Highway 3 going to the Eastern, Northeastern provinces (Hai Duong, Hung Yen, Bac Ninh...) and the Southern provinces (Ha Nam, Ninh Binh...): from National Highway 3 → Hanoi – Thai Nguyen Expressway → National Highway 1B (near Phu Dong Bridge) to the Eastern, Northeastern, Southern provinces... and vice versa. Vehicles from Hanoi – Thai Nguyen Expressway → down National Highway 3 to Hanoi (National Highway 18 intersection) → National Highway 1A to Bac Ninh, Bac Giang or turn right to Vo Nguyen Giap to go to the Southern provinces and vice versa.

National Highway 1A, old National Highway 1 (Provincial Road 295B) in Bac Ninh province: Vehicles from Thai Nguyen and Bac Ninh provinces to the southern provinces (Ha Nam, Ninh Binh) or the northeastern provinces (Hung Yen, Hai Duong...): From National Highway 1A → National Highway 38 → National Highway 5 and vice versa.

National Highway 5 traffic flow: Vehicles going to Vinh Phuc, Phu Tho provinces... and vice versa: From National Highway 5 → Tien Trung intersection, turn left → National Highway 37 → Sao Do intersection, turn left → National Highway 18 → National Highway 1B → National Highway 18 (Bac Ninh - Noi Bai road) → National Highway 2A → go to Vinh Phuc, Phu Tho and vice versa.

Means of transport to Thai Nguyen, Bac Kan and vice versa: From National Highway 5 through Tien Trung intersection → National Highway 37 → Sao Do intersection → National Highway 18 → National Highway 1A → Hanoi - Thai Nguyen expressway and vice versa. Means of transport to the Southern and Northwestern provinces (Hoa Binh, Son La...) and vice versa: from National Highway 5 through Pho Noi intersection, turn left → National Highway 39 through Hung Yen city → Yen Lenh bridge → Dong Van intersection (Ha Nam) → National Highway 38 → National Highway 21B → Provincial Road 76 → Te Tieu → Ho Chi Minh road → to Hoa Binh and vice versa.

Hanoi – Hai Phong Expressway traffic flow: Traffic flow at the Ring Road 3 intersection: Ring Road 3 intersection → National Highway 5 and vice versa. Traffic flow at the National Highway 39 intersection: National Highway 39 intersection → National Highway 39A to Pho Noi (Hung Yen) → National Highway 5 and vice versa. Traffic flow at the National Highway 38B intersection: National Highway 38B intersection → National Highway 38B → National Highway 37 to Hai Duong City → National Highway 5 and vice versa. Traffic flow at the National Highway 10 intersection: National Highway 10 intersection → National Highway 10 → Long Thanh crossroads (An Duong – Hai Phong) → National Highway 5 and vice versa. Traffic flow at Provincial Road 353 intersection: Provincial Road 353 intersection → Provincial Road 353 → Hai Phong City → National Highway 5 and vice versa.

Thang Long Avenue route: Vehicles from the Northwestern provinces (Hoa Binh, Son La) to the Southern and Northeastern provinces and vice versa: from Hoa Lac turn right onto National Highway 21A to Xuan Mai → turn left onto National Highway 6 → Quang Trung → Le Trong Tan → Phuc La- Van Phu → Cau Buu → Phan Trong Tue → Ngoc Hoi → National Highway 1A. Vehicles from the Northwestern provinces (Hoa Binh, Son La) to the Northern provinces: at the intersection of National Highway 21A - Thang Long Avenue turn left in the direction of the route specified at point 2 to the provinces of Phu Tho, Vinh Phuc, Tuyen Quang, Yen Bai, Lao Cai...

National Highway 6 traffic diversion: Vehicles from the Northwestern provinces (Hoa Binh, Son La) to the Northeastern provinces (Hai Duong, Hung Yen, Bac Ninh) and vice versa: to the intersection of National Highway 6 - National Highway 21A (Xuan Mai town, Chuong My, Hanoi) following the route direction specified in point 8.1.

Vehicles from the Northwestern provinces (Hoa Binh, Son La) to the Southern provinces (Ninh Binh, Thanh Hoa) and vice versa: Go to the intersection of National Highway 6 - National Highway 12B (Man Duc intersection, Tan Lac district, Hoa Binh) → National Highway 12B to Ninh Binh, Thanh Hoa.

Vehicles from the Northwestern provinces (Hoa Binh, Son La) to the Northeastern provinces (Phu Tho, Thai Nguyen, Vinh Phuc...) and vice versa: At the intersection of National Highway 6 - National Highway 21A (Xuan Mai town, Chuong My, Hanoi) turn left in the direction specified at point 2 to the provinces of Phu Tho, Vinh Phuc, Tuyen Quang, Yen Bai, Lao Cai...
