According to the report of the Supervisory Delegation on the results of the thematic supervision of "the implementation of Resolution No. 43 of the National Assembly", there are a number of policies that have not achieved the plan and set goals, such as: The policy of supporting interest rates of 2%/year through the system of commercial banks has a low disbursement rate (only reaching about 3.05% of the plan); the policy of supporting rent for workers (reaching 56% of the plan), must transfer resources to implement other policies.

On the afternoon of May 25, participating in the explanation, Governor of the State Bank Nguyen Thi Hong shared that the context of implementing Resolution 43 is the context of the world and domestic economy developing in a complex and unpredictable manner, unprecedented, with tight monetary policies of countries, difficulties in the real estate market, geopolitical conflicts, etc.

As a member of the Government, I have witnessed the determination of the Government, the Prime Minister, Deputy Prime Minister and members to try to implement programs and policies to remove difficulties for the economy.

According to Ms. Hong, after Resolution 43 was issued, the Government assigned the State Bank to coordinate with ministries and branches to develop and advise on the submission of Decree No. 31.

The Governor of the State Bank said that there has never been a program that the State Bank has spent so much time and effort to organize and implement. Many conferences were held, requiring each provincial and municipal branch to implement it in their localities.

Explaining the low results of policy implementation, the Governor of the State Bank said that this is one of the programs of Resolution 43.

“From the beginning, it was determined that this was a support policy for businesses that have the ability to recover, meaning they have the ability to repay loans, not a policy to solve the problem for all businesses in a difficult economy,” Ms. Hong stated.

The Governor said that the loan capital of the program is capital mobilized by credit institutions from the people. Only the 2% interest rate support is sourced from the State budget. Therefore, credit institutions must make loans in accordance with current laws and ensure the ability to recover debts.

“Therefore, the amount of disbursement depends largely on the decisions of businesses and credit institutions,” said Governor Nguyen Thi Hong.

The Governor expressed his agreement with many opinions of National Assembly delegates that, in a complex and unprecedented context, policies may not be close to reality, but the important thing is what lessons we can learn from this about how to support businesses and people.

The Governor of the State Bank emphasized: "The policy is not to get interest rate support so that businesses borrow, but it is the decision of the business to borrow for what purpose and whether they are able to repay the debt or not."

Discussing further to clarify the assessment of the lack of extensive communication to each customer eligible for interest rate support, the Governor said that in order to implement the program, the State Bank, in addition to organizing conferences, also requires bank branches in provinces and cities to coordinate with departments, branches and sectors in local provinces and cities to organize conferences connecting with businesses and banks, with the participation of business associations.

Along with that, the press agencies have also been very active in publishing the instructions of the Prime Minister, the Government, and the State Bank; credit institutions have posted information on their websites for customers to understand .
