Announcement of the 8th Conference of the 13th Party Central Committee

After 7 days of urgent and serious work, the 8th Conference of the 13th Party Central Committee closed on October 8, completing all the proposed content and program.

The Party Central Committee has issued a Conference Notice. VNA respectfully introduces the full text of the Notice:

Implementing the full-term working program, from October 2 to October 8, 2023, in Hanoi, the 13th Party Central Committee held its 8th Conference to discuss and give opinions on important contents.

The contents include: Socio-economic situation, State budget in 2023, plan for 2024 and 3-year State financial and budget plan 2024 - 2026 and roadmap for implementing the new salary regime; Summary of 10 years of implementing Resolution No. 28-NQ/TW, dated October 25, 2013 of the 11th Party Central Committee on the Strategy for National Defense in the new situation; Summary of 10 years of implementing Resolution No. 15-NQ/TW, dated June 10, 2012 of the 11th Party Central Committee on a number of social policy issues for the period 2012 - 2020; Summary of 15 years of implementing Resolution No. 27-NQ/TW, dated August 6, 2008 of the 10th Party Central Committee on building a contingent of intellectuals in the period of promoting industrialization and modernization of the country; Summary of 20 years of implementing Resolution No. 23-NQ/TW, dated March 12, 2002 of the 9th Party Central Committee on promoting the strength of great national unity for a rich people, strong country, fair, democratic and civilized society; Planning of the 14th Party Central Committee, term 2026 - 2031 and a number of other important issues.

General Secretary Nguyen Phu Trong chaired and delivered important opening and closing speeches at the Conference.

1. On socio-economics, state budget in 2023 - 2024

The Party Central Committee has spent a lot of time researching and discussing thoroughly, contributing many profound and comprehensive opinions to the Submission and Reports of the Party Central Committee and the Government on socio-economic issues and the state budget for 2023 - 2024, focusing on discussing and analyzing in depth the outstanding features of 2023, clarifying the results achieved, the remaining limitations and weaknesses, the difficulties and obstacles that need to be resolved, and the challenges that need to be overcome.

Based on analysis and forecast of possible scenarios, closely following the practical situation, the Central Committee determined development viewpoints, guiding ideas, general goals, some basic and important targets and main tasks and solutions for the remaining months of 2023 and the whole year of 2024; the necessity and correctness of implementing the new salary regime from July 1, 2024.

2. On summarizing 10 years of implementing Resolution 5 of the 11th Central Committee on some issues of social policy

The Party Central Committee unanimously recognized that over the past 10 years, our country has achieved many important results and achievements, increasingly demonstrating the superiority of our regime: Economy, culture and society have developed more stably and harmoniously. The material and spiritual life of people in all regions of the country has been improved. Vietnam is a leading country in poverty reduction, implementing the Millennium Development Goals and the Sustainable Development Goals of the United Nations. However, social policies and social development management still reveal many limitations and weaknesses that need to be promptly resolved.

The Party Central Committee unanimously issued a Resolution on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period. This Resolution clearly defines the viewpoints, guiding ideas, goals, tasks and key solutions to continue to innovate and improve the quality and effectiveness of social policies to reach all people, ensuring comprehensiveness, fairness, modernity, inclusiveness, sustainability, and increasingly better meeting the legitimate demands and aspirations of the people.

3. On summarizing 20 years of implementing Resolution 7 of the 9th Central Committee on promoting the strength of great national unity

The Party Central Committee discussed and objectively and scientifically assessed the results and achievements that have been achieved; deeply analyzed the limitations and shortcomings that need to be overcome soon; the causes and lessons learned after 20 years of implementing Resolution No. 23-NQ/TW, dated March 12, 2002 of the 9th Party Central Committee on promoting the strength of great national unity. Based on research and evaluation to clearly identify the guidelines and policies to further promote the tradition of great national unity, the Party Central Committee unanimously issued a new Resolution of the Central Committee on continuing to promote the tradition of great national unity, building our country to be increasingly rich, prosperous, civilized and happy.

4. On summarizing 15 years of implementing Resolution of the 10th Central Committee, Session 7, on building a contingent of intellectuals in the period of promoting industrialization and modernization of the country

The Party Central Committee unanimously determined the significance and importance of building, developing and further promoting the role, position and contribution of the country's intellectuals - the nation's vital force, meeting the requirements of proactively and actively participating in the fourth industrial revolution, continuing to promote the cause of innovation, industrialization and modernization of the country.

Promoting the spirit of responsibility and frankness, the Central Committee has thoroughly researched, discussed, and contributed many practical, specific, and comprehensive opinions on the implementation of the Resolution of the 10th Central Committee on building a contingent of intellectuals, pointing out the main results achieved, the remaining limitations and weaknesses and their causes, and lessons learned; analyzing and forecasting the new situation. The Party Central Committee unanimously issued a new Resolution setting out viewpoints, guiding thoughts, goals, tasks, and key solutions to continue building and promoting the role of the contingent of intellectuals to meet the requirements of rapid and sustainable national development in the new period.

5. On summarizing 10 years of implementing Resolution of the 8th Central Committee, Session XI, on the Strategy for protecting the Fatherland in the new situation

The Party Central Committee highly appreciated the results achieved in 10 years of implementing the Resolution of the 8th Central Committee, Session XI, on the Strategy for National Defense in the new situation; affirmed that summarizing the Resolution is an extremely necessary task for the Central Committee to analyze and evaluate the situation comprehensively, deeply, systematically and propose correct and appropriate policies, strategies and measures to meet the requirements of building and defending the Fatherland in the context of the world and regional situation having many new, complicated and unpredictable developments.

After reviewing and discussing the submissions, projects and reports of the Politburo, the Party Central Committee unanimously approved the Resolution of the 8th Conference of the 13th Party Central Committee on the Strategy for National Defense in the New Situation. The issuance of this particularly important Resolution aims to create high unity within the entire Party and people on viewpoints, goals, guiding principles and major tasks and solutions that need to be thoroughly grasped and implemented in order to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland in all situations; protect the Party, the State, the people and the socialist regime; protect national and ethnic interests; protect political security, social order and safety and develop an advanced Vietnamese culture imbued with national identity; maintain political stability and a peaceful environment for the country's development in the socialist orientation of Vietnam.

6. On the planning of the 14th Party Central Committee for the 2026 - 2031 term

The Party Central Committee determined that the planning of the Party Central Committee for the 2026 - 2031 term is a very important preparation step, the basis for the personnel work of the 14th Party Central Committee; placed under the direct and absolute leadership of the Party Central Committee and the Politburo, meeting the requirements of building a team of high-ranking Party officials with sufficient qualities, capacity, prestige, and equal to the task; if any violations or unqualified or unqualified personnel are discovered, they must be promptly removed from the planning; at the same time, continue to carefully review and analyze the quality, structure, and composition in all areas of work to promptly detect, recommend, and introduce additional planning, and report to the Politburo for submission to the Central Committee for consideration at the following Conferences.

Strictly implementing the principle of democratic centralism, promoting the spirit of responsibility, impartiality and objectivity, the Central Committee has carefully researched and fully demonstrated its authority and opinions on the proposed Planning of the 14th Party Central Committee.

The Central Committee requested that immediately after the Conference, based on the results of the Central Committee's introduction, the review and assessment of the Steering Committee, the Central Party Committees and the relevant agencies, the Politburo should promptly consider and decide on a step-by-step plan for the Party Central Committee for the 2026-2031 term as a basis for training, fostering and regularly monitoring, inspecting and supervising the cadres who have been included in the plan.

7. The Central Committee discussed and unanimously decided to establish 05 Sub-committees to prepare for the 14th National Party Congress, including: Documents Sub-committee; Economic - Social Sub-committee; Personnel Sub-committee; Party Charter Sub-committee; and Organization Sub-committee serving the Congress.

8. The Party Central Committee elected additional comrade Le Hoai Trung, member of the Party Central Committee, Head of the Central External Relations Commission to hold the position of member of the Party Central Committee Secretariat, term XIII; elected additional members of the Central Inspection Commission, term XIII, including comrades: Dao The Hoang, Director of the Department of Areas VI, Central Inspection Commission; Le Nguyen Nam Ninh, Director of the Research Department, Central Inspection Commission; and Major General Vu Hong Van, Director of the Department of Internal Political Security, Ministry of Public Security.

9. The Party Central Committee voted and agreed to let comrade Dieu K're, member of the Party Central Committee, Standing Deputy Secretary of the Dak Nong Provincial Party Committee, cease to hold the position of member of the 13th Party Central Committee.

10. The Party Central Committee decided to take disciplinary action by removing from all Party positions comrade Le Duc Tho, member of the Party Central Committee, Secretary of the Ben Tre Provincial Party Committee and comrade Trinh Van Chien, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the Provincial People's Council, former Secretary of the Party Committee, former Chairman of the Thanh Hoa Provincial People's Committee.

11. The Party Central Committee calls on the entire Party, people and army to strengthen solidarity and unity, promote the achieved results, strive to overcome all difficulties and challenges, firmly protect independence, territorial sovereignty and national security, successfully complete the goals and tasks set for 2023 and the following years; effectively organize the implementation of the resolutions and conclusions of the 8th Conference of the 13th Party Central Committee, contributing to the successful implementation of the Resolution of the 13th National Party Congress.
