At the 23rd Session, the Provincial People's Council considered and approved the Resolution on the pilot establishment of a one-level Public Administration Service Center under the People's Committee of Quang Ninh province in accordance with Resolution No. 142/2024/QH15 (dated June 29, 2024) of the National Assembly and Official Dispatch No. 5343/VPCP-KSTT (dated July 27, 2024) of the Government Office. Quang Ninh is one of four localities nationwide (Quang Ninh, Hanoi, Ho Chi Minh City, Binh Duong) implementing this pilot model.
In 2015, the Quang Ninh Provincial Public Administration Service Center (HCC) was established under Decision No. 1831/QD-TTg (dated October 28, 2015) of the Prime Minister, under the Provincial People's Committee. The Center is the focal point for providing guidance, receiving administrative procedure records, organizing the settlement of administrative procedures and returning the results of administrative procedure settlement to organizations and individuals according to regulations; monitoring, supervising and evaluating the settlement of administrative procedures for organizations and individuals; advising on solutions for administrative procedure reform and administrative modernization.
At the local level, the HCC Centers of districts, towns, and cities (district level) are established by the Provincial People's Committee and are under the management and direction of the District People's Committee. The HCC Centers at the district level have the function of acting as a focal point for departments, offices, units, and organizations to send civil servants to guide, receive, and handle records and administrative procedures of organizations and individuals according to regulations.
After a period of operation, the HCC Center from the province to the grassroots level has met the demand for providing HCC services from the state administrative system to organizations, businesses and people; focusing on the reception and settlement process according to the 5-step on-site principle of "Receiving, appraising, approving, stamping, returning results" and 5 steps in the electronic environment "Receiving, appraising, approving, signing, returning results in the electronic environment" synchronized from the province to the commune level. Currently, the number of administrative procedures implemented in the province is 1,875, including 1,353 provincial-level administrative procedures, 396 district-level administrative procedures and 126 commune-level administrative procedures.
Through the HCC Center model, people and businesses do not have to travel many times to complete procedures; procedures and documents are simple, processes are clear; fees and charges are publicly listed and transparent; implementation time is shorter than prescribed. Quang Ninh has been assessed as a good example for many years, ranking among the top in the country in administrative procedure reform according to the Central Government's local government assessment indexes.
Faced with the requirements and tasks in the new context - the era of national development, Quang Ninh province, together with 3 localities nationwide, has piloted the model of a one-level Public Service Center. Currently, the Project to implement this pilot model has been completed by the Provincial People's Committee and submitted to the 23rd Session of the 14th Provincial People's Council. Approved, the pilot model of a one-level Public Service Center under the Provincial People's Committee was reorganized on the basis of reorganizing the Provincial and District Public Service Centers and the receiving and returning results department at the commune level; named the Quang Ninh Provincial Public Service Center.
According to the Project, the Quang Ninh Provincial Public Service Center is an agency under the Provincial People's Committee, performing the function of advising and assisting the Provincial People's Committee in receiving, resolving, controlling, monitoring and evaluating the implementation of administrative procedures and providing public services in the province according to the one-stop and one-stop mechanism.
Ms. Nguyen Hai Van, Director of the Provincial HCC Service Center, said: Previously, the HCC Center was under many levels, but after being established as a pilot under the new model, the HCC Service Center only has one level (provincial level). Accordingly, in addition to the head office located in the province, the Provincial HCC Service Center has 13 branches located in districts, towns, and cities of the province and 156 reception and result delivery departments in communes and towns. The Center has 159 targets for civil servants, employees, and labor contracts. The facilities are fully utilized from the existing working offices of the provincial and district HCC Centers, and the modern reception and result delivery departments at the commune level before.
According to many organizations, businesses, people and voters in the whole province, the pilot implementation of the Quang Ninh Provincial Public Service Center is necessary, when the need to handle administrative procedures of people and businesses is increasing; creating breakthroughs, improving professionalism, independence, labor productivity, combining the provision of public services of administrative units in the area, aiming to handle administrative procedures without administrative boundaries.
