At the Vung Ang - Bung and Bung - Van Ninh component projects, Minister Tran Hong Minh requested investors and contractors to closely follow the progress map and mobilize construction machinery throughout Tet to open the main route to traffic on April 30.


On the afternoon of January 2, a working delegation of the Ministry of Transport led by Minister Tran Hong Minh inspected the progress of two component projects of the Vung Ang - Bung and Bung - Van Ninh expressways, passing through Quang Binh province.

At the location of bridge No. 1 of the Vung Ang - Bung project, nearly 1km long, the critical point of the project, Mr. Tran Huu Hai - Director of Project Management Board 6 (PMU 6), the investor, said: The bridge has 22 spans, the construction unit has currently installed 10 spans. At this time, the construction unit, Hoa Binh 479 Joint Stock Company, is practicing making pier bodies, beams, etc. to install girders. However, compared to the overall progress of the project, it is still slow. The Board has requested the contractor to add more workers and equipment, work overtime, and work through Tet to ensure the set progress.

At the intersection with Provincial Road 555, the construction unit also plans to start construction at the end of the project. Up to this point, the construction output has reached 70%, and the bridge is expected to be completed on April 30, 2025.

Next, the delegation inspected the progress of the Deo But tunnel project constructed by Son Hai Group. This project opened the tunnel branch on the right side of the route on May 19, 2024.

Minister Tran Hong Minh discussed with Mr. Tran Phong, Chairman of Quang Binh Provincial People's Committee, regarding issues arising at the project through the province.

At this project, Mr. Nguyen Viet Hai - Chairman of the Board of Directors of Son Hai Group said: Due to land issues, the tunnel on the left side of the route has about 10m that cannot be dug through. The unit is currently focusing on completing the tunnel shell and lighting items, traffic safety system inside the right tunnel branch.

Mr. Hai proposed to the working group to complete the construction of the left tunnel and the approach bridge to synchronize with the project, so that when put into operation, it will ensure more safety for vehicles. It is estimated that about 250 billion VND will be needed to complete the left tunnel and the approach bridge to the tunnel.

Regarding this proposal, the leader of Project Management Board 6 said that currently, the tunnel on the left side of the route still has 1.7 hectares that need to be converted to land use purposes. The Board and local authorities have coordinated and completed the procedures. This week, a decision will be made to convert forest land. Investing in completing the remaining tunnel branch will help reduce labor, equipment, and material costs when implementing phase 2 of the project.

After listening to the opinions of the investor and contractor, Minister Tran Hong Minh agreed to the plan to allocate an additional 250 billion VND to complete the tunnel on the left side of the route to put into synchronous operation the projects in phase 1, ensuring traffic safety and saving the State budget.

Many problems at the Vung Ang - Bung expressway project were resolved by the Minister of Transport right at the scene.

Regarding the issue of site clearance in the area, Mr. Tran Phong - Chairman of the People's Committee of Quang Binh province said: Up to now, the province has basically handed over the clean site to the construction units. In addition, the relocation of the power grid system, Quang Binh province is the province that completed the fastest compared to the provinces where the project passes through.

However, according to Mr. Phong, the project currently passes through an area with more than 40 households whose houses are located only 3m from the main highway route. Although it is outside the land acquisition area, when the highway is put into operation, it will cause insecurity and greatly affect the lives and health of the people. The people want to be relocated to a new place. According to Mr. Phong, this is a legitimate wish but needs to be resolved.

Agreeing with the Chairman of Quang Binh province, Minister Tran Hong Minh noted that people's houses should be considered as their own: " I suggest that investors coordinate with local authorities where the project passes through to promptly complete the documents to relocate households to new residences," said the Minister.

In addition, the Chairman of Quang Binh province also requested the Ministry of Transport to arrange an additional intersection at Km 635+800 through Bo Trach district. This is an important intersection connecting to Phong Nha - Ke Bang heritage.

Regarding this issue, the Minister supports "if the locality can arrange capital and submit a written proposal to the Ministry". In the immediate future, the Ministry and contractors will focus on completing the construction and opening the main route in time for April 30, 2025.

On the same afternoon, the working delegation of the Ministry of Transport offered incense and flowers to commemorate the heroic martyrs and youth volunteers who heroically sacrificed their lives in the two great wars of national defense, and are currently resting at historical sites and cemeteries of the transport sector in Quang Binh province.

In particular, the transport sector has red addresses associated with the history of the struggle for national independence such as Truong Son Cemetery, Tho Loc Cemetery, Van Ninh Cemetery, Long Dai ferry... Each of the above locations is associated with the sacrifice of thousands and tens of thousands of cadres and workers of the transport sector and the Youth Volunteer Force, ensuring smooth traffic flow, contributing to the glorious victory of the nation in the two resistance wars.
