Blame it on... the premises
On November 16, Mr. Nguyen Danh Huy, Deputy Minister of Transport, inspected the actual construction progress of the Hoa Lien-Tuy Loan Expressway Project in Da Nang.
Reporting to the working group, the representative of the construction unit (said that they are currently organizing and arranging about 30 construction teams to meet the progress required by the Prime Minister. However, there are still some problems such as the site, some places where people obstruct the construction and the recent heavy rain.
Mr. Nguyen Danh Huy listened to the progress report of the Hoa Lien-Tuy Loan Expressway Project.
However, Mr. Phan Van Ton, Chairman of the People's Committee of Hoa Vang District, Da Nang City, said that the site clearance work has been basically completed. Specifically, up to now, the Hoa Vang District Site Clearance Board has handed over 11.27km out of a total of 11.47km to the investor, with only 2 cases requiring enforcement.
According to Mr. Phan Van Ton, construction units keep complaining about land acquisition problems and people obstructing construction, but in reality that is not the case.
“ Today I have to say frankly that you did not mobilize machinery for construction but we have almost completed the handover of the site. After this meeting, I propose to stop talking about the site because there are only two cases that need to be cleared. When you start construction, we will enforce it, but you keep saying that the site is blocked, which is not satisfactory. In the remaining two cases, we will enforce it, if you do not start construction, how can we explain to the people ?”, Mr. Ton said.
According to Mr. Phan Van Ton, there are currently some cases where the government and functional forces need to organize to ensure security and order during construction because of public protests. However, in these cases, the construction unit does not coordinate well with the government and is not decisive.
Mr. Ton said that the construction unit asked the government to coordinate to ensure the construction work, but when the government mobilized forces, the construction unit only brought one machine, scraped a little and then stopped.
" To do so, the government cannot mobilize support forces day after day. It must have a plan and act decisively, " said Mr. Ton.

Speaking at the working session after the site inspection, Mr. Nguyen Danh Huy, Deputy Minister of Transport, criticized the construction units for not mobilizing enough means and machinery to work even though the site was available.
“ Don’t show off your machines. Don’t show off to me. The signs on the road are very impressive, but the construction site is deserted. The locality has handed over the site, but the construction unit has brought in only a few machines. This is not a good way to do it, ” Mr. Huy said indignantly.
Deputy Minister Nguyen Danh Huy said that after the actual inspection, he was very sad when the 3 construction units, Truong Son Construction Corporation, Traffic Construction Corporation 5 and One Member Company Limited 17, mobilized machinery and construction equipment at the project but did not meet the requirements. The construction site was not uniform and sloppy.
" I request the investor to review, build progress and handle contract violations, not to let this situation continue, " Mr. Huy directed.
At the same time, Mr. Huy requested Hoa Vang district to support the construction of the locations where the land has been handed over, and to organize the enforcement of the remaining two households to complete the land this November.
The construction unit mobilized very few machines and working equipment.
In addition, Mr. Huy also requested the Ho Chi Minh Committee (investor) to develop a detailed construction schedule, add 5 construction teams, and send additional construction sites to Hoa Vang district for support during the implementation process. When the district comes to protect the construction, it must be done immediately. At the same time, speed up the progress of the frontage road to ensure traffic circulation during construction.
“ I also request that the investor and supervising consultant strictly control the quality of hygiene and safety, and also strictly control costs to prevent loss and waste ,” Mr. Huy requested.
The Hoa Lien - Tuy Loan expressway project belongs to the North - South expressway in the East, with a length of about 11.5km passing through 3 communes: Hoa Lien, Hoa Son and Hoa Nhon commune of Hoa Vang district, Da Nang.
The starting point of the project is adjacent to Hoa Lien intersection (end of La Son-Hoa Lien route) and the end point is at the intersection of Tuy Loan intersection (starting point of Da Nang-Quang Ngai expressway). The project has a scale of 6 lanes, roadbed width of 29m, but this phase will have a scale of 4 complete lanes, roadbed width of 22m, road surface width of 14m.
The project has a total investment of nearly 2,113 billion VND, of which the cost of compensation for site clearance and resettlement is more than 951 billion VND.
