The Government has just issued a decree amending and supplementing a number of articles of Decree 81/2021 regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the education sector (Decree 97).
From the 2023-2024 school year, public university tuition fees will increase after 3 years of stability.
Tuition fees for the 2022-2023 school year: Reduced compared to the level of Decree 81
According to Decree 97, the tuition fee ceiling for the 2021-2022 and 2022-2023 school years for public universities will be applied at the same level as the 2020-2021 school year.
Of which, non-autonomous schools have a collection level of 980,000 VND - 1,430,000 VND/month depending on the major (equivalent to 9.8 - 14.3 million VND/10-month school year).
Schools are self-sufficient in regular and investment expenses, with revenues ranging from VND 2,050,000 to VND 5,050,000/month (equivalent to VND 20.5 to 50.5 million/year).
According to Decree 81, tuition fees for the 2022-2023 school year for non-autonomous schools are at 12-24.5 million VND/year; autonomous schools are 2 to 2.5 times higher than the above level. Decree 97 has adjusted the tuition fee framework back by 1 year compared to Decree 81 starting from the 2022-2023 school year, so tuition fees this school year will not increase compared to the previous 2 years. This means that tuition fees prescribed in Decree 91 for the 2022-2023 school year are lower than those prescribed in Decree 81. Tuition fees for public universities will remain stable for 3 consecutive school years from 2020-2021 to 2022-2023.
Non-autonomous schools: From the 2023-2024 school year, the maximum increase will be 10.2 million VND
Tuition fees at public universities will start increasing from the 2023-2024 school year according to a new decree.
However, the new decree adjusts the tuition fee roadmap for public university education by 1 year compared to the regulations in Decree 81, so the tuition fee for the 2023-2024 school year will increase compared to the tuition fee for the 2022-2023 school year, but the increase will be lower than the roadmap prescribed in Decree 81.
In particular, public universities that have not yet covered their regular expenses (schools are not yet autonomous - PV), the tuition fee ceiling for the 2023-2024 school year ranges from 1.2 million VND to 2.45 million VND/month (equivalent to 12-24.5 million VND/10-month school year). This means that compared to the previous school year, the tuition fee this school year has increased by 2.2-10.2 million VND depending on the major.
Tuition fees will continue to increase in the following school years for schools that are not yet autonomous. In the 2024-2025 school year, the arts sector will have the lowest tuition fee of 13.5 million VND/year (an increase of 1.5 million VND compared to the previous school year). Two other sectors will have the same tuition fee of 14.1 million VND/year: Sector I (educational sciences and teacher training) and Sector III (business and management, law), an increase of 1.6 million VND compared to the previous school year.
Particularly, block VII (humanities, social and behavioral sciences, journalism and information, social services, tourism, hotels, sports, transportation services, environment and environmental protection) increased sharply by 3 million VND compared to the 2023-2024 school year and is at 15 million VND/year.
Notably, the medical and pharmaceutical sector has the highest tuition fee among university training sectors. In the 2024-2025 school year, this sector will increase by 3.1 million VND, to 27.6 million VND/year; increasing to 31.1 million VND and 35 million VND/year in the next 2 school years.
Tuition fees for each academic year applied to non-autonomous public universities according to Decree 97 are as follows:
Autonomous schools: Tuition fees increase to VND87.5 million in the 2026-2027 school year
Tuition fees for autonomous public educational institutions will include 3 levels according to the level of autonomy of the schools.
For public universities that are self-sufficient in regular expenses , tuition fees are determined to be a maximum of 2 times the tuition ceiling for non-autonomous schools corresponding to the field of study and academic year.
Specifically, in the 2023-2024 school year, tuition fees at these schools will be a maximum of VND24-49 million/year (10 months). In the following school years, schools will be allowed to collect from VND27 to VND55.2 million/year (2024-2025); increase to VND30.4 to VND62.2 million/year (2025-2026); from VND34.2 to VND70 million/year (2026-2027).
Public universities are self-sufficient in regular and investment expenses , and tuition fees are determined to be a maximum of 2.5 times the ceiling for non-autonomous schools for each major and academic year.
Specifically, for the 2023-2024 school year, tuition fees for these schools will be a maximum of 30-61.25 million VND/year (10 months). In the following school years, schools will be allowed to collect from 33.75 to 69 million VND/year (2024-2025); increasing to 38 to 77.75 million VND/year (2025-2026); from 42.75 to 87.5 million VND/year (2026-2027).
How college tuition is about to change?
For training programs of the school that meet the quality standards set by the Ministry of Education and Training or foreign standards or equivalent, the university is allowed to determine the tuition fee for that program based on the economic and technical standards issued by the school, and publicly explain to learners and society.
