CREATING A RUMOR THROUGHOUT MR . DUONG'S JOURNALIST VILLAGE
As mentioned in the previous issue, due to the strong fighting spirit of Nhanh Lua through the reception of Godart, the newspaper with journalist Hai Trieu as Editor-in-Chief was suspended by the Governor-General of Indochina after issue 9 (March 19, 1937). In the proceedings of the conference commemorating the 85th anniversary of Nhanh Lua and Kinh Te Tan Van weekly newspapers, the agency of the Provincial Party Committee and the Central Region Party Committee, which published its first issue in Hue (1937 - 2022), authors Nguyen Tat Thang and Nguyen Anh Tuan said that at the same time as the birth of Nhanh Lua , under the direction of the Party, Mr. Ho Cat - a communist sympathizer - applied to publish Kinh Te Tan Van newspaper as its founder. The newspaper published its first issue on January 9, 1937 and "stayed put", preparing for its reappearance after Nhanh Lua was suspended.
The special issue of Kinh Te Tan Van newspaper was published on January 9, 1937, then "lay low" waiting for the day to carry out its mission.

"When the Central Vietnam press conference was about to open on March 27, 1937, the government ordered the newspaper Nhanh Lua to stop publishing. Therefore, Kinh Te Tan Van had to take on this heavy historical mission, which the editorial board often used the term "posted article" (issue 1 on April 8, 1937). Kinh Te Tan Van published the full list of 38 journalists representing newspapers in Hue, in the South and the North, along with 32 delegates from the workers, farmers, students, and intellectuals attending the Central Vietnam press conference. The newspaper announced 2 resolutions and an action program along with a report presented by Hai Trieu on behalf of the conference organizing committee...", the author informed.
According to Associate Professor Dr. Ho The Ha (University of Science - Hue University), this Report was considered to have resonated throughout the Indochina press and spread to the French political arena at that time. Mr. Ha analyzed that the beginning of the Report was Hai Trieu's joy when witnessing the presence of "writing friends" to help with additional opinions, and there were also workers, farmers, students, intellectuals attending... Next, Hai Trieu presented the people's indignation about the current state of speech and press regime in Indochina by pointing out the absurdity of the harsh decrees of the authorities. Hai Trieu further argued about the punishment of French colonialists forcing "journalists to swallow their bitterness".
"The cognitive value of Hai Trieu's Report lies in the fact that he pointed out in broad daylight the unreasonable and lawless decrees in a political and deeply satirical tone... Hai Trieu dared to speak the maximum truth, clearly point out the deceitful arguments of the colonialists, and dared to expose and attack the decrees... The arguments, evidence, and proofs that he presented were all highly convincing in terms of both thinking and practice...", Associate Professor, Dr. Ho The Ha assessed.
Strong fighting spirit
Analyzing the Report of journalist Hai Trieu, Associate Professor, Dr. Ho The Ha commented that, from sharp arguments, Hai Trieu proposed the aspirations and inherent rights of journalists, which is the right to freedom of speech. Hai Trieu also discussed deeply and eloquently that: the issue of freedom of speech must be placed in relation to the masses, supporting the masses because the masses are the most effective and powerful support for freedom of speech: " Freedom of speech! Freedom of speech! That slogan is not only earnestly requested by writers like us, but also by the masses themselves... ". It is these sharp and decisive arguments that make Hai Trieu's Report have strong cognitive value and fighting spirit.

"Finally, here, Hai Trieu proposed a specific and practical action, a work program both in the short term and in the long term, originating from the sharp logical thinking and thinking, with the right strategy and tactics of an experienced journalist. It is possible to summarize the 7 work programs that Hai Trieu proposed," said Mr. Ha and further analyzed: "Hai Trieu called on everyone to join forces to work so as not to disappoint the trust and expectation of the masses and the people: " History has brought us things that we cannot blame anyone else for, we must take responsibility, honestly, enthusiastically and do them right away ." Through the Report , it is shown that Hai Trieu is a talented, dedicated and virtuous journalist, always eager to serve the people, the revolutionary cause, and the Party's journalism cause sincerely and enthusiastically."
Associate Professor Dr. Ho The Ha commented that the requirements and action programs on freedom of speech and press that Hai Trieu proposed were well implemented by the press community throughout the country during the period of the Indochina Democratic Front and had great achievements, lasting through the two resistance wars against colonialism and imperialism. "Today, freedom of speech and press is required by our Party and State and has become a noble action program that all journalists strive to implement effectively. Having the democratic atmosphere and freedom of speech and press like today, we are even more grateful, loving and respecting the citizen's personality, talent and noble journalism career of revolutionary journalist Hai Trieu", Mr. Ha said. Contributing to the milestone of Hue journalism
Researcher Tran Nguyen Khanh Phong (Hue City Historical Science Association) said that the Kinh Te Tan Van newspaper had an editorial board consisting of: Hai Trieu, Hai Thanh, Lam Mong Quang, Nguyen Chi Dieu. The newspaper was suspended after 4 issues (special issue published on January 9, 1937, issue 1 published on April 8, 1937, issue 2 published on April 15, 1937, issue 3 published on April 24, 1937); the number of copies circulated at one point reached 4,000. "Although it existed for a short time, Nhanh Lua and Kinh Te Tan Van were pioneers in the Central region journalism and were admired by the press nationwide. The two newspapers contributed to making the revolutionary journalism of Thua Thien-Hue another brilliant milestone in the history of Vietnamese journalism," Mr. Phong assessed.
